Sarpanch flashes allegiance to CM; coerces villagers, Govt officials
Encroaches road, snaps power supply

Anantnag, May 30: In a brazen example of political coercion by ruling party, a sarpanch who wears his allegiance to the Chief Minister Omar Abdullah on his sleeve to scare poor villagers and government officials has not only encroached large part of a main road, but also snapped power supply to the village to muzzle voices of dissent.
Locals told Early Times that due to dictatorship of sarpanch of Charigam, the village is reeling under darkness from last three months. The officials of three departments-R&B, Revenue and Power development have failed in resolving the problem of the villagers and have succumbed before the self styled National Conference leader who revolted against the party in 2008 after he was denied ticket.
Sarpanch identified as Mohd Amin Bhat s/o Ghulam Rasool Bhat according to R&B department has encroached main road connecting village Kullar with Charigam. Although the department has issued several demolition notices but to no avail. A notice in procession of Early Times, served to the Sarpanch on 26th of March 2014 reads, "It has been observed that you are raising construction in violation of RD Act and not marinating the distance required from the center of the road at Km 1st of Kullar Yanner road. You are as such given a final chance to demolish such illegal construction within 3 days after that if you failed will be demolished without any further notice."
Besides encroaching main road, said sarpanch has also not allowed electricity lines from the same road due to which the village is reeling under darkness. Locals alleged that the sarpnach is backed by a self styled National Conference leader Irfan Kulroo, who is believed to be close confidant of Chief Minister Omar Abdullah. Irfan has been seen sharing the dice with Omar Abdullah during recent parliamentary election campaign.
Admitting that the sarpanch had encroached a large part of the road and raised illegal structure on it, Executive Engineer R&B, Showket Ahmad said that they have submitted a site plant to Tehsildar Pahalgam with request of demarcating the land all along the road. "We have submitted a site plan to Tehslidar and have requested to provide the records so that we can take action against all violators of RD Act" he said.
Meanwhile Deputy Commissioner Anantnag has also constituted a committee and directed them to submit a detailed report. AE PDD, Mushtaq Ahmad Malla who is member of the committee told Early Times that he along with Tehsildar Pahalgam visited the village and have submitted a detailed report before Deputy Commissioner Anantnag.
He said that the consumers of the village will not be billed till they get electricity supply.
However, Deputy Commissioner Anantnag couldn't be contacted.
