| Major administrative rejig on cards | | Kotwal tipped to replace Vyas as Pr Secy to CM | | Bashir Assad SRINAGAR, May 30: Omar Abdullah Government is all set for a massive administrative reshuffle in the state. The most pressing reason, of course, is to win back public goodwill by initiating a slew of developmental measures, sources said. To this end, the state Government wants to send out the right message among bureaucrats and bring in key persons on strategic posts. Highly placed sources indicate that many giants in the bureaucracy may lose their plum posts as part of this exercise. In a major move, BB Vyas, the Principal Secretary to Chief Minister, may be replaced by senior IAS officer Pawan Kotwal. The change will continue at senior levels of bureaucracy, with several Deputy Commissioners likely to be shifted by the Government in the next few days. This includes Deputy Commissioner Srinagar, Farooq Ahmad Shah, Deputy Commissioner Budgam, Khursheed Ahmad and Deputy Commissioner Kulgam Jahangir Mir. Mir will retire from service next month. With the change in Government at the Centre, some senior IAS officers of the state who were on Central deputation are also headed back. Sources said RK Tripathi and Ashok Parmar, who were repatriated recently, will be given key positions in the administration. In another major development, Joint Resident Commissioner in New Delhi, Asif Hamid is likely to be brought back to the state as a Deputy Commissioner. Sources said that Deputy Commissioner Budgam Khursheed Shah is tipped to be Secretary Education. The post has been lying vacant following the deputation of Hirdesh Kumar Singh for training for a period of one year outside the state. The charge of Education is presently with Suresh Kumar, IAS, Home Secretary. The other important offices lying vacant are Secretary ARI and Trainings, Secretary Labour and Employment, VC LAWDA, and Director Libraries. The flurry of activity follows an attempt by the ruling NC-Congress combine to shake off the lethargy in the system and kick-start focused public-welfare campaigns. The Omar Government hopes these initiatives will yield major dividends when the state goes to polls in October. The administrative changes have also become necessary because some senior department heads have either retired or will retire soon. Secretary Rural Development Sheikh Mushtaq is among those retiring soon. Director Industries Jammu, Gulzar Qureshi is retiring tomorrow. A R Natnu retired last month as Director Libraries. Sources said Sheikh Mushtaq retiring soon will be rehabilitated in Rashtriya Uchchatar Shiksha Abhiyan (RUSA) at a senior position. |
