Former DC Jammu in SVO net in Roshni Scam 5/30/2014 11:29:32 PM Jammu, May 30: State Vigilance Organization registered Two FIRs No 15/2014 and 16/2014 regarding bungling in Roshni Scam and booked then DC Jammu Hirdesh Kumar Singh and other Officers of Revenue Department sections 5(1)(d) 5(2) J&K P.C Act 2006 r/w Section 17 of J&K State Land (Vesting of Ownership to Occupants) Act, 2001 & Section 120-B RPC. According to the SVO pursuant to verification conducted by Vigilance Organization, Jammu to enquire into bungling committed in the implementation of J&K State Land (Vesting of Ownership to Occupants) Act 2001 (Roshni Scheme), Two FIRs bearing registration No's 15 & 16 of P/S VOJ have been registered yesterday under sections 5(1)(d) 5(2) J&K P.C Act 2006 r/w Section 17 of J&K State Land (Vesting of Ownership to Occupants) Act, 2001 & Section 120-B RPC. These cases have been registered against the beneficiaries and the officers/officials of Revenue Department Jammu and Udhampur respectively. According to the FIR No. 15/2014 of P/S VOJ it has been alleged that ownership of land measuring 63 Kanals and 15 Marlas falling in village Katal Batal, Nagrota Jammu has been vested to Sh. Bashir Ahmed S/O Hosher Din R/O Village Katal Batal Tehsil and District Jammu out of the above mentioned land, land measuring 34 Kanals and 04 Marlas is non cultivable and does not fall under Agricultural Category, but the ownership rights have been vested to the above named beneficiary under Agriculture category thereby conferring illegal benefit upon him against the provisions contained in Roshni Act. The instant FIR has been registered against Sh. Hirdesh Kumar Singh, the then District Collector Jammu (then DC Jammu) and other officers/officials of Revenue Department, Jammu and the beneficiary named above. According to the FIR No. 16/2014 it has been alleged that benefit under Roshni Act has been illegally conferred to such beneficiaries who are not the permanent residents of Jammu & Kashmir State. In this regard FIR has been registered against S/Sh. Chanchal Dass S/O Basti Ram, Jyoti Parkash S/O Mast Ram and Shadi Ram S/O Chandu all residents of Village Sutain, Udhampur and officers/officials of Revenue Department Udhampur.
