Complaint boxes scheme fails to dent system

Jammu, June 3: In the long list of innovative measures meant to improve the functioning of Police department that have been pushed into oblivion in a systematic manner, the step of introducing complaint boxes introduced few years back has also gone astray, thanks to the lack of will with higher officials as also inherent drawbacks in system which have left it completely invisible or out of sight in Jammu. With new DGP on the job, would he resurrect the idea of starting complaint boxes again which were meant to provide some succor to common people...?
It was during the tenure of then DGP Gurbachan Singh Jagat that the idea of erecting complaint boxes outside the Police stations and public places dawned upon the authorities at the helm and it was implemented all across the city. The complaint boxes surprisingly so received good response and occasional attention of the concerned authorities in terms of looking into the written complaints dropped by common people into these boxes, said a senior Police officer. It worked for some time but gradually the enthusiasm of the officials waned towards looking into the boxes for a couple of reasons, the officer said adding that it was not followed in spirit by even those who introduced it as a novel measure to know the problems of people seeking help from Police. There was a good response of people from senior citizens and women who normally shy away from visiting police stations or lodging reports about anything bothering them.
The complaint boxes were set up outside the main police stations and public places like General Bus stand, Vikram Chowk , Kacchi Chowni but with change of guard in the department, this system did not receive priority by DGP at the helm, said the officer wishing anonymity. Since there were constraints already with respect to human resources( a permanent officer who would take care of the complaint boxes) and lack of follow up measures in the concerned police stations, the complaint boxes over the years became redundant, rather useless. At a number of places police officials themselves removed them for good yet at some places these stand still, reminding something new started by the authorities few years back. The colour of these boxes has faded yet the hope of people that someday it would catch attention and become functional has not faded out. All eyes are now on the new DGP as to whether would he find some reasonably good path to revive and resurrect the system of getting public response through complaint boxes. Pertinently, it is mentioned in the manual of the Police Department to have such a system of complaint boxes in place. But who cares ....?
