Palampur resident gets PRC by greasing palms of officials

Jammu, Aug 2: As the corrupt rule the roost in Jammu and Kashmir, a resident of Palampur tehsil of district Kangra in Himachal Pradesh, has managed to get Permanent Resident Certificate (PRC)by allegedly greasing the palms of officials concerned.
According to a document which Early Times has in its possession, accused Kamal Nain Singh, who is involved in a much publicized fake State Subject case, is proprietor of Kangra Fort Banquet Hall, Barnai. He originally belongs to village Ghughar of Palampur tehsil of district Kangra.
Name of Kamal Nain, his father and grandfather Sher Singh exists in the revenue record obtained from Tehsildar Palampur under Right to Information act. The Crime Branch, Jammu, has also proved Kamal Singh's PRC illegal and un-authorized.
In its report the CB had found irregularities in the preparation of PRCs of Kamal Nain Singh's sons. As per the PRCs of Kamal and his sons available with Early Times, these were prepared on the same day at Chenani. On March 22, Crime Branch Jammu had registered the case FIR No 06/2014 under Section 420,465, 467, 468, 471, 120 B RPC read/with Section 5 (2) PC Act Svt 2006 against Kamal Nain Singh, son of Khayali Ram of Palampur, Himachal Pradesh and presently at Barnai near here for preparing a fake and fabricated state subject certificate through the alleged fraudulent means to acquire huge properties in the State.
The state subjects of Kamal Nain Singh, son of Khayali Ram, and his sons Anudhan Singh, Vijayishwar Singh and Digvijay Singh were prepared on August 16, 1999 and sealed by the then ACR, Udhampur M L Koul. It has also revealed that Kamal Singh also managed to get prepared PRC of his father. "PRC of Khayali Ram son of Sher Singh was prepared in back date (on February 22, 1964)", the copy reads.
Crime Branch during its inquiry also came to know that Kamal Nain Singh never constructed a house or lived in Chenani in district Udhampur as claimed by him. However entries were made in the Khasra Girdawri register in the year 1994 in his name by Revenue authorities illegally. On the basis of which he managed and procured permanent resident certificate fraudulently and in connivance with the revenue officials from district Udhampur and subsequently acquired huge properties in the State.
