J&K's most honest bureaucrat issues Health Department's dirtiest orders

SRINAGAR, Aug 2: Senior IAS officer Gazanfer Hussain is enjoying the reputation of being the Jammu and Kashmir State's most honest civil servant for his proven integrity in the last over 30 years of his unblemished service. But, ironically, the Commissioner-Secretary of Health & Medical Education departments has been used by the unscrupulously corrupt layers of the system-upward as well as downward-to issue arguably the Health Department's dirtiest transfer orders.
As per a familiar modus operandi, Directors of Health in Kashmir and Jammu framed and submitted two lists of the officers for transfer in a major reshuffle in the month of July 2014. Hand-picked names were given to the duo by the Minister. Both the Directors in turn inserted their own men and women in the proposal which went the Commissioner. The IAS officer forwarded the combined list to Minister incharge for his approval without pointing out that most of the incumbents being shifted had put in just 8 to 23 months of their stint.
The bureaucrats are supposed to point out in their official notings to the Ministers if there are any violations of the rules and norms. According to the government's transfer policy, officials can not be ordinarily shifted before completing two to three years of posting at a particular place, until there are extremely compelling reasons.
While many of the officers were shifted prematurely under Government Order No: 446-HME of 2014 and Government Order No: 447-HME of 2014, on July 28, blue-eyed boys like Dr Iqbal incharge Medical Superintendent of JLNM Hospital and Dr M.S. Koka, incharge MS Police Hospital Srinagar were not touched though both have completed four years of their stay. Besides, the son of a Cabinet Minister and the daughter-in-law of another cabinet Minister attached to the places of their choice were also not touched.
As the infamous 'transfer industry' got itself activated and huge amounts of money allegedly exchanged hands, transfer orders of at least seven doctors were modified under Government Order No: 450-HME of 2014 Dated 31-07-2014.
Dr Mehmooda Kar, Chief Medical Officer Ganderbal was removed and appointed as CMO Srinagar to create space for an unconfirmed BMO who was holding the charge of incharge Dy CMO Ganderbal and facing serious charges of embezzlement. Dr R.D. Kasana, strongly recommended by the Minister's PRO Mr Mir after he met him twice at the government quarters of Chhanapora, was consequently given the additional charge of CMO Ganderbal.
Before Dr Mehmooda Kar would be relieved by Dr Kasana to join her new place of posting in Srinagar, incharge CMO Srinagar, Dr Dildar Mir, who had been posted as incharge CMO Pulwama, pulled up all his strings and got the order modified on July 31. In the modified order, Dr Dildar was directed to continue as CMO Srinagar.
Dr Nadeem Nazir, incharge District Health Officer Budgam was attached to Directorate of Health Services Kashmir for his next posting. However, he approached the all-influential BMO of Chhatergam Dr Jozia Bashir, known as right-hand woman of the Director Health Dr Saleem-ur-Rehman, who met the director in presence of two BMOs and got his order modified. CMO Budgam Dr Fayaz Ahmad was verbally directed not to acknowledge the joining report of the new DHO Budgam Dr Nighat Yasmin till Dr Nadeem joins back in Budgam. But under the Budgam Deputy Commissioner Manzoor Ahmad Lone's telephonic instructions, Dr Fayaz entertained Dr Nighat's joining report.
Soon Dr Fayaz was punished for his "disobedience" and shifted to Pulwama as CMO in the modified order. In the modified order No: 450, Dr Nighat, even after joining as DHO Budgam, has been shifted back to Batmaloo as ZMO. Currently, there are now two officials, Dr Nighat and Dr Nadeem, claiming the post of DHO Budgam. On July 31, Dr Mehmooda Kar's transfer order was again modified and she was appointed as CMO Budgam in place of Dr Fayaz.
Under Order No: 446, Dr Ghulam Mohammad Dar incharge CMO Bandipore was transferred and appointed as incharge CMO Baramulla on July 28. Under Order No: 450 on July 31, Dr Dar was attached to Directorate for his further posting and charge of CMO Baramulla was given to Dr Abdul Karim incharge Deputy Director (Schemes). Sources in the department said that Director Health was now pushing Dr GM Dar for the post of CMO Budgam as Dr Mehmooda Kar was reportedly reluctant to go to Budgam.
Dr Adil Kangoo, who had been appointed as BMO Zachaldara was appointed as BMO Pattan in the modified order of July 31.
On July 28, Dr Ashraf Mir was posted as BMO Soibug. On July 31, the order was modified and Dr Meraj-ud-din Sofi was appointed as BMO Soibug. Watching the anarchical transfer orders, residents of Soibug have declared that they would not let either of the two doctors join as BMO. They are insisting that the incumbent BMO should not be shifted as he has brought about a revolution in the healthcare in that area.
Unconfirmed reports said that using the authority of Commissioner-Secretary Health, Director Health has of his own ordered one Dr Haseena to join as incharge Dy CMO in Pulwama. She had been earlier placed under suspension for professional negligence as BMO Pattan.
"Nobody knows what will be the new place of posting of some of the transferred officers in the new modification of the three orders. It has never happened in the past. This is complete anarchy and a strong case of corruption", said an official.
