Apathy blinds official machinery to illegal construction of school building in forest land

Rajouri, Aug 2 : Despite several complaints and representation, a Government Primary School building was constructed illegally on the forest land by the contractor in at village Panjagrain in Manjakot tehsil in nexus with officials of Revenue, Education, Forest departments in the year 2011 and despite several complaints lodged by the inhabitants immediately after the construction of the building started, all the authorities chose to observe silence on this matter and building was completed and payment was also released to the contractor.
As per records the investigation/inquiries were conducted by the State Vigilance Organization, Forest, Revenue and Education departments and in all the inquires it was established that the building was constructed illegally on the Khasra No 334 (forest land) instead Khasra No 503 in which the contractor himself had donated 3 kanals of land free of cost for the construction of said school building.
Following fresh complaints in the month of January this year, Hemant Kumar Sharma, Deputy Commissioner ordered a fresh inquiry ( despite the reports of previous inquires attached with the complaint).
The inquiry was handed over to Chief Planning Officer and report was demanded within 7 days. But despite the lapse of more than 7 months the investigation is on at snail's pace and official concerned are killing time.Chief Education Officer (CEO) Rajouri was also asked to submit the documents related to the construction of the primary school building, who Vide his office letter No CEOR/SSA/2014-15/1317-18 dt 29/4/2014 directed Zonal Education Officer, Manjakot to provide the required information/documents for further submission to Deputy Commissioner .Naib tehsildar has submitted the required revenue records related to PS building which reportedly has confirmed/ established that the building was constructed on the forest land illegally instead on a land donated free of cost by a villager.
But despite several remainders by the CEO and Chief Planning Officer (CPO) the concerned Zonal Education Officer (ZEO), (Manjakot) is deliberately avoiding to submit the required documents/requisite information. Despite repeated attempts CPO didn't respond to telephone calls.
Zakir Iqbal , naib sarpanch has also demanded an investigation alleging that the members of Village Education Committee (VEC), two Rehber-e-Taleem (ReT) teachers appointed in the schools and cook for mid day meal are sons, nephew and brother of Mohd Amin and school is being run by his family.
"Instead giving benefits of this school to the inhabitants of the area only one family has been involved in the affairs of the school and getting benefits" said Zakir Iqbal.
