Reliable sources said Medical Superintendent has been directed by the Health authorities to purchase most of these items from the market from Hospital Development Funds. The district hospital was without medical superintendent till last week, when Dr Mehmood, BMO Manjakot, was directed by the Director Health Services to look after the affairs of district hospital. Mismanagement, irregularity in duties by the staff including some medicos, interference of outsiders in the functioning of hospital affairs, frequent movement of representatives of Diagnostic laboratories and above all the lack of work culture have forced the people of the area to call district hospital as 'referral hospital' as many patients, who can be treated easily at this hospital, are referred to GMCH. Some doctors and paramedical staff are dedicated to their duties but a tussle between local and non-doctors hamper their activities. After several compliants and immediately after taking over Deputy Commissioner, Rajouri, Jatinder Singh visited the hospital during night hours and found that attendance register was not filled for the last few days and duty chart of the doctors was also missing. Doctor on emergency duty couldn't give satisfactory replies to the queries made by the DC. He then called Dr Mehmood, Medical Superintendent and instructed him to made available two doctors at the emergency during night hours. On visiting TB unit at old hospital building, the deputy commissioner found garbage in every corner of the ward and on spot issued instructions to the Health authorities to stop the salary of the in-charge of TB unit. According to district health authorities out of sanctioned 53 posts of consultants and medical officers (MOs) at district hospital 26 are vacant . 10 posts of consultant doctors are vacant out of sanctioned 25 while 13 posts of medical officers are vacant out of sanctioned 23. Above all the blood bank at district hospital is without Medical officer and no reserve blood unit is available with the blood bank, said a senior doctor. He added that in the absence of Medical Superintendent no blood donation camp could be organized recently. When contacted ,Chief Medical Officer (CMO) Dr Rakesh Sharma, said that the district health department is facing acute shortage of the consultants/medical officers. The matter has been discussed several times with director health services who has assured that within next few days he will try his best to send doctors to Rajouri district. |
