MOURNING: Urban poverty alleviation schemes squandered woefully

No work on 369 dwelling units sanctioned under RAY

Jammu, Aug 3: Coalition government stands pathetically exposed over its insensitivity towards the poor and the deprived as urban poverty alleviation schemes of the centre including Rajiv Awas Yojna (RAY), Basis Services to the Urban Poor (BSUP) and Integrated Housing and Slum Development Programme (IHSDP) have failed to even take off in Jammu and Kashmir. The documents in possession of Early Times revealed that Rajiv Awas Yojna (RAY) which aimed to make India slum-free by 2022 by providing people with shelter or housing, free of cost has failed to make any headway in state. "A total of 369 dwelling units were sanctioned in the state but so far not a single unit has started", the documents revealed. Moreover, Basic Services for the Urban Poor (BSUP) which is a mandatory urban poverty reform for all local bodies supported under JNNURM, which aimed at providing basic services (including water supply and sanitation) to all poor including security of tenure, and improved housing at affordable prices and ensure delivery of social services of education, health and social security to poor people has also failed to serve purpose. A total of 6677 dwelling units were sanctioned under the project out of which 5200 have so far failed to even start, while only 662 have been completed and 815 are in progress. Out of 662 completed dwellings, 354 have been occupied.
Moreover, Integrated Housing and Slum Development Programme (IHSDP) which aimed at strengthening the urban planning process by integrating the urban poor in the city planning and development process in a participatory manner and evolve citywide strategies to provide alternatives to slum formation has showed some positive picture but failed to achieve 100 percent results.
"A total of 7531 dwelling units were sanctioned in state out of which 4930 have been completed and occupied, while 1433 were in progress and 1168 were not even started so far", the documents revealed.
