| As para-medical institutes fall short of staff, students resort to unfair means to pass | | | Jehangir Rashid SRINAGAR, Aug 8 : Para-medical institutes operating in the state are deficient as far as teaching faculty is concerned. It is due to this reason that the students of these institutes resort to unfair means at the time of final examination conducted at different centres. Classic Institute of Health Sciences located in the Hyderpora area of the summer capital is a typical example of understaffing. The under staffing of the Institute has led to a situation wherein the students admitted in different courses fall well short as far as completion of the syllabus is concerned. Jammu & Kashmir State Para-Medical Council functioning under the aegis of Government Medical College, Srinagar has shot a letter to Principal of the Institute in connection with the inspection of the Institute. President, Jammu & Kashmir State Para-Medical Council has pointed out to the deficiencies in the letter dated March 20, 2014. "Your Para-Medical Institute stands sealed pursuant to the administrative department's order number ME-Gaz -46/2012 dated 16/09/2013. Your Para-Medical Institute is not tied up with 100 bedded Hospital as laid down in the government order number 86 HME of 2008 dated 25-01-2008," reads the letter shot by President, Jammu & Kashmir State Para-Medical Council. The letter pointed out that laboratories of Obstretics & Gynaecology (OBG) and Maternal & Child Health (MCH) are deficient. The computer laboratory and laboratory of fundamental anatomy were also found to be deficient. The letter also points out that hostel of the Para-Medical Institute is poorly maintained. Referring to the deficiency of staff the letter points out that eight faculty members (BSC Nursing) are missing as far as faculty for imparting Female Multiple Purpose Health Worker (FMPHW) and Male Multiple Purpose Health Worker (MMPHW) courses are concerned. "There is a deficiency of 50 percent faculty in the course for Operation Theatre (OT). Deficiency of 50 percent faculty was also found in the course for X-Ray Assistant. For the Physiotherapy course the faculty was found deficient by 100 percent with no faculty member available to impart this course to the students," reads the letter. It took the Health and Medical Education department around 10 years to take action against this Institute despite the fact that it was found deficient on account of staff and other facilities from day one. The Institute started its functioning in 2004 and since then despite repeated complaints no action whatsoever was taken against the owners of Classic Institute of Health Sciences, Hyderpora. There was no building for the Institute and it used to operate from dingy rooms which cannot be even used as store for a house. Failure of the Health & Medical Education department more so its successive ministers has given a free hand to the owners of the Classic Institute of Health Sciences, Hyderpora to dictate terms and spoil career of hundreds of students. Since the students of the para-medical institutes fall well short of their academics they feel the heat at the time of final examination. They are on look out to grease the palms of the invigilating staff so that they could copy and on refusal they make stories just to hoodwink the common masses. |
