Tourism Deptt eats into Tawi bed again! | Would HC directions apply to Tawi also? | | G S Asgotra
Jammu, Oct 5: On one hand Jammu and Kashmir High Court's Kashmir bench has recently directed all district magistrates to remove all encroachments within 200 meters of the embankment of Jhelum river and tributaries but in heart of Jammu city, the river Tawi is being encroached by Tourism department and the administration has turned a nelson’s eye. Even though the JK Water Resources Act 2010 also restricted encroachment of river banks, but in total violation of Act, Tourism department has started reconstruction of the park, a large portion of which was swept away in flash floods witnessed during first week of September near Bikram Chowk. Earth movers engaged by Tourism department have dug out the river bed and a concrete foundation has been laid by Tourism department. "Earlier also, Tourism department had established a park for public but the raising of concrete infrastructure including rooms, was violation of Water Resource Act-2010", an official of Irrigation department said. Under the nose of authorities, the earth movers of Tourism department have been digging out the river bed, and have also raised concrete basement, to protect their park. "After a long time, Tawi has shown its fury in which several houses and encroachments were perished but instead of learning a lesson, the Tourism department, which had also suffered damages to the tune of several lakhs, has restarted encroachment of river", the department official rued, adding that the river would create devastation, to regain its path. Moreover, the Water Resource Act has explicitly maintained that no one could construct any concrete structure on embankments of any rivers but no rule and regulation has been implement on Tawi river. "The department of Flood control and Irrigation has seemingly failed to exert its authority and secure the embankments, and also save the sanctity of Water Resources Act-2010. Chief Engineer irrigation department, Hem Chander Jareth when contacted said that Tourism department has not taken any permission regarding reconstruction of park. |
