Pak resolution a plan for securing UN intervention

Even after being ignored by the UN
which did not accept Pakistan's plea for
world Body intervention in settling the Kashmir issue and in ending repeated ceasefire violations allegedly by the Indian troops Pakistan's Parliament has unanimously passed a resolution against the alleged "unprovoked and indiscriminate" ceasefire violations by India and asked the government to seek U.N. intervention to resolve the Kashmir issue. The resolution, moved by Prime Minister Nawaz Sharif's Adviser on Foreign Affairs Sartaj Aziz, stated that the National Assembly condemned the violations at the Line of Control (LoC) and the International Border (IB). It alleged that they resulted in human deaths and material losses. As many as 13 Pakistani nationals were killed in exchange of fire since September 13, it claimed. While pursuing bilateral dialogue with India, it wanted the government to raise the issue at the U.N. and with the international community and urged them to play their role in the resolution of the Kashmir dispute. Defence Minister Khawaja Asif said Pakistan's military was capable of responding to all aggression and that India was mistaken if it thought Pakistan's internal issues could be used to its advantage. This way the establishment in Islamabad has been posing questions and answering them on its own. Now the Pakistan game is clear. On one hand its Army is trying to provoke the Indian troops to retaliate with force and fury on the other Islamabad is seeking international mediation not only on the Kashmir issue but also on ceasefire violations. If the UN and Washington have rejected Islamabad's plea for any mediation it is because both the world Body and the US know it fully well that Pakistani Army has been behind ceasefire violations.
Had the Indian troops been responsible for repeated ceasefire violations over 30,000 border villagers would have not fled to safer places on this side of the IB, right from Akhnoor to Kathua. They did so when a number of civilians were killed, several others were injured and their residential houses and huts were targeted by Pakistani bullets and mortar shells. For the last over eight months Pakistani troops have resorted to ceasefire violations but since May last the level of such violations has increased. And during the last over 100 days the Pakistani troops resorted to more than 65 ceasefire violations on the LOC and the IB in Jammu and Kashmir. In fact various sector on this side of the International Border bore the brunt of Pakistani mortar and gun fire. And the basic purpose of these repeated ceasefire violations was two-fold. First , the Pakistani army wanted to push groups of militants into Jammu and Kashmir for escalating the level of violence which was needed for either wrecking the ensuing Assembly election or for facilitating separatists in enforcing their call for poll boycott successfully. Secondly, by rising the level of ceasefire violations Pakistani Army wanted to promote border conflict which could infuse new life to the Kashmir issue in the international fora.
And if New Delhi has berated the resolution adopted by the Pakistan National Assembly it has done so rightly because India believes that through this resolution Islamabad would renew its bid to not only internationalize the Kashmir issue but seek the UN intervention in resolving the Kashmir issue and in ending ceasefire violations. What seems to be provocative for New Delhi is the tone and tenor of the resolution which has made it clear that Pakistan had the capacity to hit hard the Indian side. What does it mean by hitting hard ? Does it threaten to use nuclear weapons in its strike against India ?If it is so Islamabad needs to think twice before embarking on such a self-destruction adventure. It is still time that the civilian Government in Islamabad asserts its authority and restrain the Army in its misadventure. New Delhi has made it clear that it is open for resolving issues through the process of dialogue. Let Pakistan give peace a chance so that the two sides sit and discuss bilateral issues. Already Pakistan is in for severe internal trouble and conflict because of rise in the activities of terrorists. This makes it mandatory for Islamabad to buy peace with India.
