Proceed on leave, prevent backdoor appointments | HoDs give slip to ministers ahead of MCC | | Bashir Assad
Srinagar, Oct 26: While leaving the Ministers clueless several Heads of Department (HoD) of various departments had proceeded on leave to avoid any kind of pressure from the concerned ministers for favors. As the ministers in the NC-Congress coalition government were in a haste to make their best before the MCC comes into effect, the pressure was likely to fall on HoDs. The officers knew that their ministers will ask them to do everything in violation of the prescribed norms ahead of the enforcement of MCC. Sources said that as many as 15 HoDs of very important departments had proceeded on leave before Diwali and did not return to their duties till ECI imposed the MCC in J&K on Saturday evening. Sources said the HoDs who had proceeded on leave made the ministers eat a humble pie. They added that Minister for Rural Development, Ali Mohammad Sagar, Minister for Floriculture, Peerzada Mohammad Sayed, Minister for Social Welfare Sakina Itoo, Minister for R&B Abdul Majid Wani, Minister for CAPD Choudhary Mohammad Ramzan, Minister for Law Mir Saifullah had proposals to make appointments in their respective departments ahead of the enforcement of MCC but failed to do so till Saturday evening when the ECI announced the dates for holding elections in the state. Sources said the ministers could not succeed in their plans only because the concerned officers gave them a flip. Sources, however, added that Finance Minister, Abdul Rahim Rather who on one hand stalled the proposal for regularization of casual laboures and daily wagers, was the only minister who engaged dozens of his blue eyed workers in various departments and financial institutions particularly Jammu and Kashmir Bank during last one week. A senior Minister in the coalition government told Early Times that Rather was the only Minister who engaged scores of his workers during last one or two weeks in JK Bank and other organizations. The Minister said that Rather was a crook who on one hand stalled the regularization of around 45 thousand daily wagers but on the other hand engaged his blue eyed in various organizations. The minister admitted that he had mooted a proposal for creation of around 200 posts of various scales in his department but failed to get the nod from the Finance Department because Rather sat on it till Saturday evening. Sources said Minister for Floriculture, Peerzada Mohammad Sayed was left in lurch by his Director who left Srinagar 4 days before Diwali and did not return back till Saturday evening. Sources also said that Minister for CAPD Choudhary Mohammad Ramzan had also a proposal to engage as many as 700 people in his department but could not do so for some reasons. They said that all most all the officers who had not resumed their duties had a sigh of relief when ECI enforced model code of conduct on Saturday. |
