| Official ambassador vehicle ferries PO of GMC on state exchequer | | Lawlessness in Medical College Jammu! | | Bivek Mathur
JAMMU, Oct 26: Ambassador Ride on government fuel is not that anyone can afford easily except some of the top level government employees but as far as the Government Medical College Hospital (GMCH) Jammu is concerned, a Personal Officer (PO) can also afford the special ride in complete violation of the existing rules and regulations.
Sources said that a PO in the GMCH is using the ambassador car with vehicle number JK02AM-1198 for his personal works against set norms as only principal of the Government Medical College Jammu and Srinagar as well as Medical Superintendents can use the vehicle under set rules.
A government order with number GMC/PS/Misc/2961 dated 27.04.2013 issued by ex-Principal GMCH Dr. Aniece Choudhary reads-In suppression of all previous orders, vehicle number JK02AM-1198 along with driver S. Harpal Singh (being requisitioned from Executive Engineer, Mechanical and Central Health Division, GMC Jammu in view of shortage of drivers in GMC) shall remain under the administrative control of Dr. Zahid Jeelani, next senior Professor & Head, Department of Pharmacology, GMCH Jammu as the undersigned is superannuating on April 30, 2013 till the final decision of the HHigh Court, as his seniors namely Dr. Shashi Gupta, Prof. and Head, Department of Obst & Gyane and Dr. Ghanshyam Dev, Prof. and Head, Department of Radio Diagnosis, GMC are locked in Litigation regarding the issue of next Principal and the matter is sub-Judice before the High Court in SWP number 2786/2012 titled "Dr. Shashi Gupta vs State and Ors."
Order further reads that since 2010 vehicle no JK02AM 1198 has already been earmarked to receive and see external examiners of various universities visiting the college for conduct of examination from Airport/Railway Station to GMC Jammu and back. Besides this, said vehicle is also being used for to and fro movement of the Principal GMCH Srinagar as and when, he/she comes to attend official meetings at Jammu.
Further, order directed all HODs to send their requisitions in respect of their external examiners directly to Prof. and Head, Department of Pharmacology, GMC Jammu for needful. According to reliable sources when the former Principal Dr. Shashi Gupta proved her seniority over Dr. Ghanshyam Dev, she took the administrative control of the said vehicle from Dr. Zahid Jeelani giving excuse to repair the vehicle. After completing her tenure as Principal GMC&H Jammu, she was transferred to District Hospital Kathua as Nodal Officer but later managed her adjustment in the parent department at GMC&H Jammu.
Following this, Ghanshyam was the next senior who was made the acting Principal GMC&H Jammu and hence he took over the administrative control of the vehicle but as per sources, the vehicle has been used by a PO rather than the Principal or Superintendent against the set norms. |
