Let BJP focus on upgrading power T&D system in J&K
11/3/2014 11:20:42 PM

If the BJP led NDA Government is keen
to promote development schemes in
Jammu and Kashmir it will be remembered for its role in case Prime Minister,Narendra Modi, gives clearance to a major scheme aimed at renovating and remodeling the power transmission and distribution system.
If the state has been facing perennial power shortage high rate of transmission and distribution losses are said to be one of the factors responsible for it.
Wide gap between generation of demand for electricity is a major reason responsible for power shortage.
What is needed is renovating and rebuilding the entire power transmission and distribution system not only for reducing transmission losses that have touched 63 per cent but also for ensuring safety of millions of people, especially in the twin capital cities of Jammu and Srinagar.
Rickety poles, weak wires that carry power and defective system of laying power lines are some of the problems that pose a major threat to majority of people in Srinagar and Jammu cities. The transmission lines have become so frail that they get snapped whenever the two cities are lashed by heavy rain or storms.
Due to the lack of policy at the highest level of government, which has failed to provide necessary funds for upgrading infrastructure, nearly 50 lakh people in the Jammu region may face a major power shutdown in the near future as most of the equipment at grid stations of Gladni, Udhampur and Janipur has outlived its utility and there has been no major maintenance for the last two decades. In fact for carrying out minor repair of transmission lines or for replacing decayed electric poles or for servicing the transformers the PDD does not have sufficient funds for maintenance activities.Whatever limited grants are meant for maintenance are invariably misused.During the last one decade the Jammu city and its adjoining areas face prolonged power breakdowns because of the frequent breakdown in transformers. These transformers suffer breakdown because of lack of oiling and servicing and mainly on account of their weak capacity for bearing the load.On many occasions people draw more power than the agreement. In many areas in the twin cities people draw power through illegal connections thereby aggravating the level of power shortage. As a result of paucity of funds the PDD has failed to replace defective transformers, switch gears, circuit broachers which had been installed over three decades ago.It is not the question of discomfort of people owing to prolonged outages but it is question of the adverse impact power shortage has on sectors of industry and agriculture. The industrial bases has remained very weak in Jammu and Kashmir and the one of the reasons being power shortage. Not a single major industrial house has come forward for setting up its units in Jammu and Kashmir because industrialists do not like to invest in a state where power shortage is a recurring problem. And if Narendra Modi is interested in seeking Jammu and Kashmir making marked economic progress he should, first of all, concentrate on modernizing and upgrading the power transmission and distribution system.Secondly,he should help the state in setting up mini and macro power projects.
A fresh survey is needed for exploring the health of Kalakote coal mines.
In case the survey reveals that coal can be extracted for another 50 years it would be better for the Central Government to help the state in setting up thermal plants. As Union Minister for New and Renewable Energy,Dr Farooq Abdullah, had taken special interest on building the solar energy network and it is expected that the BJP led NDA Government too lays emphasis on development of solar energy.
