Inaugurated by Kitchloo in cutting haste to beat MCC, JK Cements plant still inoperative | MLA Samba terms 'emergency inauguration' as fraud | | Akshay Azad ET Report JAMMU, Nov 3: The under-construction 300 TPD Cement plant of Jammu and Kashmir Cements Limited (JKCL) at Samba, which has already been inaugurated by Minister for Industries and Commerce Sajjad Ahmad Kitchloo chaotically nearly two weeks back, would not be operational even in coming fortnight as the major transformer, required to run the plant is yet to reach state from Karnataka. Member of Legislative Assembly (MLA) Yashpal Kundal who was not invited during emergency inauguration ceremony, termed the inauguration of Cement Plant as total fraud. "The opening of plant was done in emergency which is virtually a fraud. Till date the plant is not operational but many people are already engaged and are shown working, which is another fraud", he said. He further demanded a vigilance enquiry into entire episode and against the people engaged in the plant, before it starts functioning. Sources informed Early Times that the Samba cement plant of 300 TPD was still non operational, due to absence of a transformer having capacity of 2.5 Mega Volt Ampere (MVA), which was to be brought from Karnataka. They further informed that Minister for State Sajjad Ahmad Kichloo was apprised by the higher officials but he was adamant to inaugurate the Cement plant, due to some unknown reasons. "The main transformer of 2.5 MVA capacity was to be transported from Karnataka. Before transportation of that transformer the officials of Power Development Department (PDD) had to visit Karnataka for inspection of transformer and recently the team has visited Karnataka, following which the transformer is reportedly departed from Karnataka", sources said. Executive Engineer of PDD, STD division II Gandhi Nagar, Shiv Dev Thakur admitted that the transformer was yet to reach state and as it was to transported from Karnataka, it would take almost fifteen days to reach state as it has already packed and sent to Jammu from Karnataka. Moreover, when asked Plant Engineer Rupesh Dulloo posted at Samba Cement plant, he evaded the queries and said that he was on leave but when asked from how many days, he snapped the call. Managing Director of JK Cements Limited, Rakesh Sharma admitted that the plant was not operationalize yet. "We are not in a production mode yet", was the reply of Sharma, and when asked if the plant was still not operational, then what the Minister for State Sajjad Ahmad Kitchloo, had inaugurated on October 19, Sharma simply said, "It was a Government decision and we are simply employees". Sources said that everyone was aware of the fact that Cement Plant Samba was still under-construction and it would take another month for operationalization of plant, but under pressure from Minister, the under-construction plant was inaugurated. "It was only a bid to get political mileage besides allegedly to adjust some blue eyed in the cement plant Samba, Minister had inaugurated the plant, even in absence of Chief Minister Omar Abdullah while local MLA Yashpal Kundal was also not invited in the event. Pertinently, on October 19, Minister of State for Industries and Commerce Sajjad Ahmed Kichloo had commissioned newly constructed 300 TPD Cement grinding cum packaging plant of Jammu and Kashmir Cements Ltd (JKCL) here at Industrial Growth Centre Phase II in district Samba, which was as per their claims, completed at a cost of Rs. 27 crore. |
