Jammu, Dec 2: The dismal performance of the State Tourism Department to complete its ongoing projects within stipulated time has heavily caused losses to the tourism sector of the state as six out of twenty one schemes taken up between 2006-2010 at the cost of Rs 11.30 crore have not been completed till date.
Sources told Early Times that under 12th Finance Commission award (2007-12), 21 schemes/ works with an approved cost of Rs 35.83 crore were taken up during the period 2006-07 to 2012-13 for augmentation of the existing infrastructure.
"An amount of Rs 27.05 crore was released for these schemes, against which an expenditure of Rs 24.13 crore was incurred during the years from 2006-07 to 2012-13 but six out of twenty one schemes, taken up during 2006-07 to 2009-10 at a cost of Rs 11.30 crore were not completed till date.
They further said that the delay in completion of the most of the schemes was due to failure of the Department to utilize the available funds and dispute. Disclosing the details of the delayed projects, sources said the in the development of Dara Shukoh Hamam and Saie near Mul Akhoon Mosque, out of Rs 42. 50 lakh released during 2007-11, Rs 27.50 lakh only was incurred on the project during 2009-10 but no further expenditure was incurred and work could not be completed due to dispute with the local administration/care taker of Hamam. They further informed that Tourism department in the Development of Tourist infrastructure at Kargil and Sankoo, out of Rs 1.03 crore released during 2008-09, Rs 20 lakh only could be expended and the balance amount of Rs 82.50 lakh had lapsed, which had not been revalidated till date.
Similarly, in restoration of Gompas in Zanskar, department was released Rs 35 lakhs during 2008-09 but it could only incurred Rs 13 lakh while Rs 22 lakh remained unspent and had not been got revalidated by the department.
