| Accepting as a Big Challenge some combination of + 44 MLAs should come forward
who have some strong will to do something for the the State particularly and the
Country in general while rising above the party lines and various bindings in forming the requisite Government in the State otherwise the Governor's Rule in the State is bound to prolong further. In that eventuality, Government has to function irrespective of the fact whether it is a Governor's Administration or a popular Government. Recently concluded Assembly Elections 2014 are exceptional one because of the reasons that in these elections ALL ROUND DEVELOPMENT was the main MUDHA of PDP in Kashmir Region and BJP in Jammu Region. On this Plank , they went to the electorates and told them to vote in their favour if they want their GOOD in the coming days. Being satisfied with their Sayings, People at large voted in their favour and elected them as their representatives in the Legislative Assembly. Now it is the high time to rise to the occasion and do what they can for the overall development of the people of the Jammu and Kashmir State. In the Valley the people at large given the all out support to the People's Democratic Party (PDP) who once in collaboration with the Indian National Congress governed the State of Jammu and Kashmir for three years. As per the experience goes PDP led Government in the State was Stigma less, Scam free, Corruption less. No Commission of Enquiry was constituted after the fall of the PDP led Govt. In Jammu region people have supported the Bhartiya Janta Party (BJP) which at the moment is actually ruling the Country under NDA. These days prominent leaders of PDP, BJP, INC, JKNC are very much busy in making permutations and various combinations as per their choices in the process of Government formation in the State, but nothing is coming out.
BJP too fought these Assembly Elections on the main PLANK OF DEVELOPMENT in J&K and got the maximum number of Votes and became No.1 but bagged only 25 seats in the Legislative Assembly. Its performance remained SPECTACULAR as it has doubled its figures from 11 to 25 i.e. more than double. PDP is the NO. 2 Political Party in securing of votes in the elections but NO.1 in respect getting the 28 MLA's seats in the Legislative Assembly. As per the expectations , the PDP led by Mehbooba Mufti and her Father Mufti Mohammed Sayeed emerged as the single largest party getting 28 , which is far short of a majority in 87 Members Legislative Assembly.While contesting these elections, BJP kept the Issues of Abrogation of Article 370 and Ram Mandir as side line issues and its top leadership including the Prime Minister Narinder Modi and Party Supremo Mr. Amit Shah did not even touch these issues while delivering various speeches in various RALLIES held in Jammu and Srinagar areas . Out rightly rejecting the NC and the Indian National Congress , the people of the State have given their mandate to PDP in Srinagar and BJP in Jammu . Now it is the moral duty and responsibility of these political parties to give respect to the given verdict of the people and provide a stable and strong Government.These Elections are Historical One since independence owing to the reason of LARGE TURN OUT OF VOTERS IN EXERCISING OF THEIR VOTING RIGHTS. These elections are considered to be the FREE AND FAIRST ever held in the State of Jammu and Kashmir. In the event of not forming any popular Government up to 7-01-2015 by any Political Combination and keeping in view the request made by Omar Abdullah to relieve him from the post of caretaker Chief Minister as he was not really interested to continue as the CM anymore , the Governor's Rule was imposed in the State on 7-01-2015 and presently the State Administration is working under the direct control of Governor Vohra Sahib. He has already given the powers of the Minister to the Commissioner Secretaries of the Departments in order to run the Government effectively without any obstructions.
Pertinent to mention here that still permutations and combinations are going on but without any positive results. On 13-01-2015, Omar Abdullah, the former Chief Minister got delivered his letter to the Governor through his MLA Nagrota Mr Devindar Singh Rana in support of PDP unconditionally to form the next Government in the State. But sorry to note that this too yielded nothing as the Chief Spokesperson of the PDP Mr. Naeem Akhtar out rightly rejected the offer made by Jr. Abdullah on this plea that since the People at large have given the mandate for a CHANGE and in that condition how the PDP can join hands with the National Conference which is again interested to remain in power from backdoors. If we join hands with NC, it would be a total BETRAYAL with the voters who from the core of their hearts supported the PDP in the recently concluded Assembly elections. Now this is very clear that the possibility of PDP and NC combine is totally ruled out.
Now in the prevailing political circumstances, One can think of PDP and BJP combine only. And this is the high time that the leaderships of this combine leaving all petty things apart out should join their hands in forming the Government in the State for the welfare of the people at large without waisting any further time . Now the time has come to act swiftly. Highness shall prevail on the 2 parties in reaching at a logical conclusion.
The Present Governor Vohra is a well tailented Ex- Bureaucrat passing his second successful tenure in the State. He is methodical and schematic in solving the issues put forth before him for consideration. When General Sinaha left the State , Mr. Vohra took the reigns of the State as its Governor in 2008 and had run the State under his able and magnificent Rule up to 5th January 2009 when Omar Abdullah took over as the Chief Minister of a popular Government with the support of Indian National Congress.
When Omar took over in 2009, the overall picture in the State was fine and governable one. Prior to this a hell was prevailing in the State as there was Amarnath Andolan in Jammu Division under the banner of Jammu Sangarash Samiti headed by Mr. Leela Karan Sharma Advocate.
Amarnath Andolan spreaded its fire through the length and breadth of the State. Almost each nook and corner of the State was under CURFEW those days. Government offices , Schools, Shops and other Establishments did not function at all and all over there were total BANDHS. Andolan reached the heights and there was total collapse of the Government. In other words, there was no Government at all but instead there was totally MILITARY/PARA MILITARY CONTROL all over in the State. This agitation was fought by the Amarnath Andolan Samiti for 62 days continuously and ended with an agreement signed between the Governor's Administration and the Samiti's Convenor Leela Karan Sharma. After the signing of an agreement , the situation came to normal.
But certainly one thing was there at that time the Governor Vohra was having the tight control over each and everything. He is still batting on the crease as unbeaten. When I were writing this article, just to know about his profile and having visited the Raj Bhawan website, I came to know that Vohra Sahib is well Qualified and extraordinary Experienced /Magnificent Personality of Indian Soil for which I have no words to express . Prior to this , I were knowing only that he was a bureaucrat and served in various capacities in the Central Government. I were stunned to note that he is every thing after having seen his detailed profile. To be precise, HE the Governor Mr.N.N. Vohra IAS Retd. ( Panjab Cadre).Prior to induction into IAS, he served as Lecturer in English in Panjab University (1957-1959). Served as an IAS officer (1959-1994). He served in Panjab Government on various important posts. After Blue Star Operations, he worked as Home Secretary of the Panjab Government and during this tenure as Home Secretary he got conducted the successful and peaceful Assembly Elections in Panjab in Sept.1985. While in Central Government, he worked as Secretary Defence Production(1989-1990) and as Secretary Defence(1990-1993). After Mumbai Bomb Blasts, he was given the post of Union Home Secretary(1993-1994) Retd. from I.A.S. in 1994.Not only this, post retirement, he remained as the Director, India International Centre(1995-97 ; 1998-2003), Served as a Member, National Security Advisory Board(1998-2001) Very difficult role he played as Government of India Special Representative for carrying out the J&K Dialogue (2003-2008).Also remained as Consultant WHO- Geneva(1982-1984Served as Governor J&K(2008-2013)- 1st. Term Serving as Governor J&K (2013- ) - 2nd - Term. Continuing as the Chancellor of Central University, Jammu(2012-2017) . Also he has been awarded with PADAM BHUSHAN and LLD awarded by Panjab University.
His credentials were established and the people of the State lauded his role while dealing with Amarnath Andolan in Jammu region as also controlling the situation in the Valley- Counter reaction on the other side of Banihal.
At the moment, a stalemate is prevailing in the State in forming the next Government. I pray to the almighty to end the stalemate and let a popular Government be in place at the earliest. If this does'nt happen, only then the State be governed by the well experienced Governor Vohra Sahib for at least another 6 months.The following issues are of much importance:-
1.Very shortly, J&K State is likely to get the NOD of GOI to the PACKAGE FOR THE FLOOD VICTIMS - + Rs. 42000 crores. On getting the NOD from the Centre, if it is implemented under the Governor's Rule, then there are negligible chances of any leakage and the people who remained the SUFFERERS/ FLOOD VICTIMS would be aided in the right earnest. They will be totally satisfied.
1.There will be speedy building up of the Infrastructures as also repairs to the reparable ones;
2. Rehabilitation of WEST PAKISTAN / POK REFUGEES at a fast speed.
3. Let INDUSTRIAL POLICY be prepared afresh for another 10 years as existing Policy is going to expire on 31-03-2015. This is necessary because of the reasons that while taking the benefit of the Current Industrial Policy in the State of Jammu & Kashmir, many outside Industrial Groups have been able to establish their Ventures in our State. Few of them are as under:-

6.Nicer Paper Mills -Kathua
7.Bharat Boxes - Samba

12. Bharat Boxes Industry, Samba etc.etc.
It is pertinent to mention here that last time when the Current Industrial Policy was required to be formulated it took a period of more than one year. Therefore it is the high time to act upon in taking the steps required to be taken for the formulation of New Industrial Policy of the State for another 10 years so as to attract more and more BIG AND WELL REPUTED INDUSTRIAL GROUPS IN OUR STATE. Total Industrialization of the State is the PANACEA for all the diseases. More and more INDUSTRY in the State means that more and more openings for the unemployed YOUTH of the State both skilled and Unskilled. Establishing of more and more Industries in the State by large groups will certainly leads to the economic prosperity of the State.
1 If a crash Recruitment Programme is initiated to absorb the Un- employed youth into the Government and Autonomous organisations, there will be bleak chances of favouritism, nepotism, corruption and high handedness in the Selections.
2. There will be a fair distribution of funds in all the regions of the State- Jammu. Kashmir and Ladhakh.
3. There will be minimum chances of discrimination with any particular region.
During this period, the newly elected Assembly be kept in prolonged animation or till the political parties in the Stake Game realize the very need to have a proper popular Government in the State of Jammu & Kashmir.
