Vital Government records intentionally destroyed | Will Governor initiate a probe? | |
Early Times Report Srinagar, Jan 16: In the garb of destruction caused by September floods, vital government record has been destroyed by government officials. Stake holders have urged the governor to order a probe . Early Times recently produced documentary evidence to prove that many public authorities have denied to provide information under Right to Information (RTI) as the said documents according to Government officials have been damaged in the flood waters. The Government, semi Government and public sector organisations headquartered in Srinagar had given in writing before the State Information Commission (SIC) during their case hearings that their official records have been damaged. Such cases were taken to SIC by the information seekers who were earlier denied information by the various Public Information Officers (PIO's) designated in different Government offices. The J&K Agro Industries Developmental Corporation which is a public sector undertaking under the control of J&K Government had denied to provide a part of information sought by an applicant under J&K RTI Act 2009. It is pertinent to mention that the information seeker had sought the information from Agro Industries Corporation more than ten months ago in March 2014 and during that time floods had not engulfed the said office in Srinagar. The information had to be provided within a stipulated time of 30 days in April 2014 , but why the department didn't provided it until September 2014 and when the floods occurred in Srinagar in September, the officials took its advantage and informed the State Information Commission (SIC) that records have been damaged and FIR has also been filed for the same. The appellant of this particular case R K Bhan who hails from Sarwal Jammu had filed an RTI application on 10.3.2014 seeking certain information from the Agro Industries Corporation . PIO Passed an order on 9.4.2014 and provided part information to the information seeker. Appellant not being satisfied with the order of the PIO filed first appeal before the First Appellate Authority (FAA) on 12.4.2014. When Bhan was aggrieved with the failure of First Appellate Authority (FAA) to pass an order, appellant filed second appeal before State Information Commission (SIC) on 3.7.2014. Two more similar cases relate to J&K Public Services Commission (PSC) and J&K High Court. Both these public authorities too have given in writing that information which is sought under RTI, has been damaged in floods. But pertinently in both these cases also the RTI applications were filed many months before the September floods. "There are scores of cases where the Govt officials have intentionally destroyed official records and all these details should be made public. We appeal his Excellency Governor of J&K to order for a high level inquiry into these cases so that culprits are identified and legal action taken against them," said Dr Mushtaq Khan noted RTI activist from Srinagar. |
