Early Times Report
srinagar, Feb 4: The department of agriculture has failed to re-establish six labs destroyed by floods last year. The destroyed labs include Quality control lab at Lal Mandi where according to experts sampling of pesticides and fertilizers was done annually before clearing them for marketing. The other labs include soil testing lab where testing of different kinds of soil collected from orchards and paddy fields is done, pathological lab, Mashroom Production lab, Soil Survey lab and Computer lab. The Director, department of Agriculture Kashmir, Peerzada Mushtaq said 'all the testing, production and documentation labs and required infrastructure was completely or 100% damaged by floods and cannot be repaired to run the system for temporary basis. The central government is yet to handle the department on its own or sanction sufficient funds and employ constructing agencies to re-establish the whole infrastructure before new season of farming commences in Kashmir division. "We have to re-build the labs completely as they were destroyed by floods up to 100%, so far I have received only one crore and fifty lakhs, we are yet planning to issue tenders so that construction work could be started, this year we have to send samples to Jammu for testing etc," he said. According to details loss to soil testing labs, seed multiplication farms in Lal Mandi, Padgampora of District Pulwama, damage to infrastructure at Anatnag and Baramullah of North Kashmir was assessed to around 30 crores, however according to official sources there is still no hope of immediate steps from the central government to re-establish the much needed infrastructure particularly labs so that farmers could benefit. According to experts, pesticides and fertilizers imported from outside state and country for farmers of Kashmir division are first tested in labs and then recommended for farmers to use in their orchards and farms. However this year concerned officials will have to move to Jammu for testing of pesticides, fertilizers and of soil as well. Pertinently not only required infrastructure is still in shambles but also farmers who suffered loss in their ready to reap crops are yet to receive any amount of compensation from the government despite the fact concerned department has already formulated an assistance plan of Rs 64.17 Cr for farmers to assist the farmers by providing them free of cost seeds for the coming season in Kashmir.
