Over 20000 solar lights await distribution in Kishtwar
Beneficiaries watch helplessly

Kishtwar, Feb 4: In a case non serious and callous approach on part of District administration in Kishtwar, the Science and Technology Department fails to distribute over 20000 solar lights worth approximately 56 crore sanctioned by the government of India through New and Renewable Resources Ministry as the administration fails to appoint nodal officer for monitoring the distribution of these solar lights to be distributed by Jammu and Kashmir Energy Development Agency (JKEDA).
As per the details available with "Early Times", government of India sanctioned 12500 solar lights for Kishtwar constituency and 8000 for Inderwal Constituency at subsidized rates for bad pocket areas including the partially electrified and un-electrified areas and the responsibility of the distribution of these solar lights has been entrusted to JKEDA, but even after dumping of these solar lights by the JKEDA nearly two months ago, but these solar lights are yet to be distributed due to delay on part of the administration threatening the life of the battery as if these solar light remains unused for long duration can spoil the life of battery supplied by the JKEDA with solar light kit. As per the agreement of state government with government of India, each beneficiary will have to pay Rs.750 for the each solar kit comprises of one large size battery, solar plate and two bulbs against the cost of approximately Rs.27000/solar kit while the remaining amount comprises of CDF contributed by former MLA Kishtwar Sajjad Ahmed Kichloo, MLA Inderwal elect Ghulam Mohammad Saroori and the subsidy (Approximately 90%) given by the government. The proposal of supplying of 33000 more solar lights in addition to 20500 solar lights for Kishtwar District is pending with union government for clearance and same is expected to be cleared shortly as all the formalities has been completed in this regard.
"We even approach DC Kishtwar few days ago and raise the issue of delay in distribution of solar lights--- but he (DC Kishtwar) only gives assurance and did nothing" said a Sarpanch from Padder. He said that administration wants to distribute the beneficiaries at District Headquarter instead at the door step or at nearest approachable roadside to each beneficiary.
"Padder is 60 KM from Kishtwar---it is difficult for beneficiary to first come to Kishtwar and travel back to home--- administration must make arrangements for distribution of these lights at Gulabgard Padder" said another Sarpanch. He said that more than half winter has been passed and demanded immediate distribution of these solar lights so that people could take benefits of this centrally sponsored scheme during winter time when people were in more need due to non availability of essentialities.
Many Sarpanches while talking to "Early Times" raise the issue of non availability of Kerosene oil, sugar, and ration shortage at government depot, non availability of drinking water, poor condition of roads, frequent electricity cuts and charging of Rs. 360 as flat rates to poor people of rural areas.
It is pertinent to mention that several areas of Kishtwar District including Marwah, Warwan, parts of Dachhan, Machail, parts of Chatroo, Saroor, Sarthal are still without electricity even after 67 years of independence. Though government of India has sanctioned funds under RGGVY to electrify un-electrified areas, but it will take at least 3 to 5 years for implementation of this centrally sponsored scheme on ground.
