Codify law for transparency in Donations to political parties: Harshdev Singh

Jammu, Feb 4 : Jammu and Kashmir National Panthers Party (JKNPP) chairman and former minister Harshdev Singh has ridiculed the full throttle campaign launched by the BJP against the APP in New Delhi making serious allegations of accepting huge funds from shell companies with dubious records quite unmindful of its own credentials and its own unexplained sources of funding.
He expressed his dismay over the total concentration of the saffron party towards financial matters of AAP and resultant escalation of war of words with allegations of dubious funding by no less than the PM Modi calling the AAP 'dishonest' and Arun Jaitley charging the Party with converting Black Money into white through Hawala means. He said that in its desperation to outsmart the fastly emerging AAP and its growing popularity in the New Delhi Elections, the BJP has chosen to take recourse to alleged financial misconduct of AAP by hiding behind a relatively unknown vigilante group called AWAM.
He said that height of despondency of the BJP is evident from the fact that it has refused to acknowledge the fact of all donations alongwith donors names having been put on website by AAP. He said that BJP has further ignored the open offer made by AAP to have the matter investigated through any agency with further offer of facing any punishment including re-recognition in the event of anything incriminating against it.
Drawing the attention of the BJP towards the open system of listing of AAP donations on the website and setting the exemplary precedence of putting its funding in public domain, Harsh Dev Singh reminded the BJP that majority of the Political Parties including BJP itself have never made more than 80% of the finding public. He said that Parties like BJP which got majority of the funding through corporate houses have never made the names of the donors public, nor the channels through which they are routed including the manner and mode as to how these funds spent so as to bring an element of transparency in political spectrum. He said that as per the figures published in media, BJP had received Rs. 952.50 crores from unknown sources between 2004 and 2012.
He said that BJP took refuge to the present legal position that any contribution if less than Rs.20,000/- the source is not required to be disclosed. He said obviously most of the donations of BJP fall in this category. He said it is understandable that millions could be broken into multiples of the Rs. 20,000 and routed the political parties including the BJP. He said that BJP leadership therefore before raising its accusing figures towards AAP must volunteer for more transparency. He said that if the BJP is really concerned about dubious funding, Hawala money, kickbacks from corporate sectors, money laundering it should follow the AAP by putting all its donations on website and to make it mandatory to have the sources identified even if the donations are less than Rs. 20,000. He said that the pertinent question is not the AAP getting some crores of rupees as alleged 'Hawala money' but hundreds of crores of rupees that BJP and other political parties have received from unknown sources.
Not only that, Singh said that PM Narinder Modi during all his election campaigns, Parliament as well as Assemblies, had engaged thousands of professional publicity managers, organized massive rallies each costing crores of rupees besides sponsoring other extravagant events including huge cost on advertisements in national and local newspapers, broadcast and electronic media including social networking sites and superfluous campaign material used in abundance. Besides, he said hundreds of crores were spent out of public exchequer for development of grounds and decoration of platforms besides huge security covers for political rallies of PM who visited every nook and corner of the country which no Prime Minister had ever done.
Not only that the PM is even un-willing to answer as to who funded his high costing and highly ostentatious wardrobe, neon jackets and pin-striped suits with gold lining that he loves to don.
