Seeks proactive disclosure of funds for SRE

jammu, Feb 10:Taking cognizance of a letter from a noted New Delhi based NGO , Governor N NVohra has directed all the concerned public authorities to declare details of all the security related expenditure proactively without any delay.
Pertinent to mention that various local dailies had carried a news about lack of proactive disclosure of information about beneficiaries in J&K under the Central Government's Security-Related Expenditure (SRE) scheme. The information was obtained by VenkateshNayak Coordinator Access to Information programme Commonwealth Human Rights Initiative (CHRI) a New Delhi based noted NGO . Nayak had obtained month-wise information spending figures of the J&K Government of the SRE funds for 19 months in 2013-14 under the Central Right to Information Act, 2005. Having obtained this information from the Union Ministry of Home Affairs, on January 19th CHRI has written to a detailed letter to J&K Governor urging him to direct all Departments involved in spending SRE funds to be proactively disclose, the details of beneficiaries under Section 4(1)(b) of the J&K RTI Act, 2009 .
The Governor's office has taken prompt action on CHRI's request and directed all departments to proactively disclose the details of beneficiaries of SRE funds. The Governor's office has also sent a list of departments and public authorities who are responsible for spending SRE funds . These public authorities have been directed to upload the list of beneficiaries under SRE scheme for the last 3 years and regularly thereafter. This is important to mention that 2006 CHRI has been working in J&K to promote people's access to information. Along with the J&K RTI Movement and Sangarsh RTI Movement in J&K, CHRI is helping develop civil society actor's capacity to use RTI effectively to further the public interest. RTI activists and civil society have hailed the decision of Governor about declaring the Security Related Expenditure proactively.
