Home Deptt demotes DySP for manipulating 'dual categories' benefits | Better late than never | | Early Times Report
Jammu, Feb 10: J&K Home Department in an apparent manner of 'better late than never' has ordered demotion of in-charge Deputy Superintendent of Police (Executive) to the rank of Inspector, after he was found 'clandestinely' taking benefits of dual category in getting promotions. Sources within the department revealed that, one Vishal Shoore was appointed in the Police Department as Sub-Inspector in 1998 against Schedule Caste (SC) category. "Within eight years of appointment, Shoore was promoted as Inspector on same category, but in 2014 he successfully manipulated his case and was promoted to the post of in charge DySP (Executive) surprisingly under Actual Line of Control (ALC) category. They said that during verification of his documents in service book and recent promotion, the Police Headquarters found contradictions and found that the police officer had availed dual category benefits, so his case was referred to Director General Police (DGP) in December 2014. "Taking exception of the case, the DGP initiated immediate enquiry and recommended for cancellation of his stop-gap placement," said sources. Pertinently in terms of section 19 of the Jammu and Kashmir Reservation Act, 2004, a candidate belonging to more than one category shall be entitled to claim the benefit of reservation in one category only, as per his choice, for appointment in government service or admission in professional institutions, as the case may be. "However, in case of Shoore after having taken the benefit of SC category in appointment at the level of Sub-Inspector, he manipulated his documents to avail the benefits of ALC category for DySP promotion," they said and added as a corollary to this, his stop-gap placement as DySP and promotion as Inspector shall have to be reviewed and cancelled. Meanwhile, according to an order issued by Home Department, Vishal Shoore had taken benefits of SC and ALC categories and misled the Police Department by suppression of facts. "The DySP has been demoted to the rank of Inspector and DGP has recommended for departmental enquiry against him and cancellation of stop-gap placement," reads the order. Earlier, on the basis of proposal submitted by the Police Headquarters, Vishal Shoore (ALC), Inspector, NO.59041NGO was placed as In charge DySP (Executive) vide Government Order NO.Home-44 of 2014 dated 28/09/2014, on reservation basis against roster point 90 allocable to ALC as per SRO 144 of 2008 dated 28/05/2008. The DGP, J&K vide his above referred communication has informed that the said Inspector Vishal Shoore has initially taken the benefit of SC category upon his appointment as Sub- lnspector in J&K Armed Police on 13/08/1998. "Subsequently, he also has taken the benefit of ALC category in his promotion as Inspector in 2006 and now as in-charge DySP, sources pin pointed, adding that DGP has communicated to Home Department that Vishal Shoore has willfully misled the department by suppression of facts for which he is liable for departmental action." The DGP has also recommended that a departmental enquiry be initiated against the officer and hi 'Stop-gap placement be cancelled. Now, therefore sanction here by is accorded to the cancellation of stop-gap placement of Vishal Shoore as in-charge DySP ordered vide Government Order NO.Home-44 of 2014 dated 28/09/2014. |
