| Govt introduces welfare schemes, officials hinder in implementation | | Labourers suffer for years to form Labour card | |  Arun Trisal
Kathua, Feb.10: It is true that government introduces several welfare schemes to facilitate its citizens especially to under privileged section of the society but on the other hand, it is not unknown to all that government employees hinder in implementation of such schemes. They acquire the schemes flippantly and consider the same as overburden.
The menace of irresponsibility and ignorance in implementation of schemes presently has gripped the officials of Labor Department Kathua. The labourers who seek Labour cards to get benefit of welfare scheme meant for labor section continually irk due to misbehavior and sluggishness of the employees being deployed in Assistance Labor Commissioner Kathua for collection of forms.It is relevant to mention here that Union government has introduced a scheme for laborers where government has made a provision of scholarship, Rs 25000/- for daughters' marriage and life insurance for labour classes. The laborers have to attach few relevant documents to get benefited of the scheme and submit the files in Labour department. Startlingly, District level office of labour department has only single employee (Contractual) to accept and check the formalities. Even crying and spending whole the day in long queues, laborers return back in far-flung areas without submitting their files. Despite having the knowledge about anguishes, Ghansham Basotra, Assistance Labour Commission acts like spectator. Noor Md, a labourer, said he has been visiting in the office for one year to form his labour card but officials formulate several excuses for accepting his file. He alleged officials not to handle such scheme. Being frustrated to negligence behavior of the officials, he torn off his file before the public and cursed the department for not providing appropriate staff in the office. Yasin , another laborer, said no one here to listen their grievances and they have been humiliated by the clerks. He alleged on officers for not co-operating with the laborers who spend whole the day in the office that affects their income source too.
Noor Jahan said she leaves domestic affairs to submit the file but can't for a week.A lady Inspector, presented in the office, avoided the over burden of single employee and suffering of the laborers.When media approached to the inspector, she said she had no concern with such filling of forms as she is deployed for field job under Shop & Establishment act.She did not realize suffering of the laborers and voluntarily work to facilitate the laborers.
She informed that she did not visit in her area alone and there was no other employee who could accompany her. Ghansham Basotra, Assistance Labour Commission, ALC, accepted lassitude in office works and said department unable to do such huge work of framing Labour card due to shortage of staff members. He informed that department has released facilities to those who have submitted their files.
ALC Kathua said no clerk has been deployed by the government to make the work smooth. On the other hand, Laborers demanded smooth functioning of the office and warned to stage protest at large scale against employees who deliberately impediment to accept their complete files. |
