Peace on Indo-Pak border can promote political stability in South Asia | | | It seems that Pakistan has become desperate over marked drop in the level of violence in Jammu and Kashmir. Islamabad has become desperate over the way New Delhi continues to ignore Pakistan's repeated pleas for resumption of bilateral dialogue for settling various issues,including the Kashmir issue.Pakistani agencies are seemingly desperate over their failure to push groups of militants into Jammu and Kashmir.And out of desperation the Army and the Rangers keep on making determined bids for carving out a safe passage for militants to sneak into Jammu and Kashmir. This could be the main reason for Pakistani forces to resort to intermittent but heavy firing on the Indian border outposts.In fact these ceasefire violations have been taking place during the over six months but since August last the frequency of these ceasefire violations have increased despite the fact that the Indian troops and the BSF have been told to retaliate with force and fury each and every ceasefire violations.And during the last six months the Indian border guards have retaliated causing severe losses to Pakistan forces and to their vital defence installations. It was after a gap of about 10 days that on Sunday-Monday night Pakistani Rangers indulged in heavy firing and mortar shelling on eight border outposts and some 11000 villages along the international border in Jammu district, leaving one person injured.Pakistani Rangers resorted to small arms firing and mortar shelling along IB in R S Pura sector of Jammu district since Sunday night,They targeted eight border outposts (BoPs) and some civilian areas, he said adding that Pakistani Rangers also fired 81 mm mortar shells.In the firing, one villager suffered minor splinter injuries, a police officer said. BSF troops guarding the border line retaliated effectively and the firing exchange continued till middle of night.There have been three ceasefire violations along IB in Samba, Arnia and R S Pura in February this year.In January this year, Pakistan resorted to several ceasefire violations resulting in death of four people and injuries to seven people. One BSF jawan was also killed.What has amazed the Indian forces is the way that Pakistani Rangers and troops resort to ceasefire violations without any rhyme or reason. They open fire on Indian border outposts and houses of villagers at their sweet will and target these civilian houses and border outposts and pickets during the night hours. They do so under a mistaken belief that during the night hours they could carve out a passage for militants to sneak into Jammu and Kashmir for escalating the level of militancy-related violence.But the Pakistani forces are unaware of the fact that the Indian forces carry out round the clock patrolling on the LOC and on the IB leaving hardly any scope for Pak agencies to push groups of militants into Jammu and Kashmir. Already 10,000 border villagers have migrated to safer places after their houses were hit by mortar shells.They have not been able to carry out farm practices when it is the season for looking after wheat fields and after vegetable farms.If Pakistani Rangers keep on pounding the Indian border outposts and civilian houses with mortar shells it could become difficult for the villagers to harvest wheat crops when the harvest season sets in after two months. After harvesting wheat crop time comes for sowing paddy.It many be mentioned here that R.S.Pura and scores of villages adjacent to the International Border are treat as a bowl for producing superior basmati.Between 1999 and 2003 border villagers suffered severe losses when they could not carry out farming practices under the shadow of gun and mortar fire and that too when over 50,000 people had migrated to safer places. Does Pakistan gain from these ceasefire violations ? Certainly Pakistan is a loser when the establishment in Islamabad does not have any control over the Rangers and the troops that carry or violating ceasefire. The first loss is delay in the resumption of talks between New Delhi and Islamabad. Secondly,such violations do affect the economy in Pakistan when the country is faced with severe economic crisis.Friendly ties with India could promote political and economic stability for Pakistan but the Pak Army authorities relish perpetuating the border conflict and if Pakistan feels that it can destabilise peace in Jammu and Kashmir by pushing groups of militants into the state it is mistaken because Indian troops have so far succeeded in foiling each and every ingress bid. |
