"Reduction in Passengers Fare"

INEFFECTIVE GOVERNANCE-TRANSPORT SECTOR
1. Statutes for Governance
We have many statutes for the regularization and governance of
almost all the activities we do in our daily lives. Statutes are the
'Products' which give the Authority and Powers to the functionaries of the Government in a Democratic Set up of our Country.
They are the such instruments with help of which the functionaries of the Government can deliver the goods to the welfare and well being of the Subjects of this Land. But the Problem is that who so ever is Competent as per these Statutes doesn't come forward suo moto in invoking the Provisions of these Enactments in support of the 'PEOPLE' who are the REAL MALIK of this Country. They are always side lined and left to the mercy of God.
We are living in a Democratic Setup where the Government is empowered under certain STATUTES to regulate and have the effective Control over the things .
For instance:-
1. To check the Charging of rates by the Businessmen / Sellers of the Consumer articles/goods , Department of Consumer Affairs and Public Distribution (CAPD} is there which once in a blue moon comes in motion and just to show its existence in the Government, visits the Market and Challan the defaulters/ delinquents .
2. To check the Weights and the Quantities of the Products being sold by the sellers , Weights & Measures Department is there, and that too do the same exercise as the CAPD is doing at the moment.
Like wise , there are other REGULATORY AUTHORITIES of the Central Government which are exercising their effective control over the affairs of the things under their respective jurisdictions and these are:-
1. Telecom Regulatory Authority of India (TRAI).
2. Insurance Regulatory Authority.
3. Income Tax Department (ITD)
4. Registrar of Companies (ROC)
etc. etc.
They are doing their jobs well but fault lies with Our Regulatory Authorities which are not doing their jobs well owing to which Chaos is prevailing in the State of Jammu and Kashmir.
Similarly Our Transport Department is there to have an effective Control over the TRANSPORT AFFAIRS. But sorry to point out that it is busy only in making the "NAKKAS" at the various places just to charge fees unauthorizedly and challan the vehicles on one pretext or the other thereby side lining theActual Issue of Higher Passenger fares being charged by the transporters when the rates of petrol and diesel have come down heavily.
2.HEAVY SLASHING IN PETROL AND DIESEL RATES
In view of the fact that there is a drastic slashing of the Crude Oil in the International Market in the recent months and accordingly the Indian Petroleum Companies too have slashed their rates in respect of Petrol and Diesel as well. As per the data available, Petrol and Diesel rates had gone in the recent past up to Rs. Rs.78+/ litre and Rs.60+/ litre respectively. With the declining in their rates , Petrol and Diesel per liter are available in the Open market at Rs.59+ Rs.47+ respectively.
Therefore in the Changed scenario , it becomes obligatory on the part of the State Government to revise the Rates immediately.
3. Improper Governance
It seems as a Conclusive Evidence that the important functionaries of the Government are not acting at all and allowing the things to go out of their hands for creating the total "CHAOS' and unrest. They are not serious in solving the Problems of the People which are being accumulated to the large extent. People are crying for the Reduction in Passenger Fares and all other Charges which the Transporters are charging at the moment despite of heavy slashing of Petrol and Diesel Rates made by the Petroleum Companies in the Country.
They are in the streets and making / lodging their genuine protests against charging of much rates from the passengers. By this un - appropriate act of the Transporters, People are suffering badly. They are very much raising their Voices against the charging of heavy rates from the Passengers. They are there since one week and are regularly approaching the Print and Electronic Media across the State. But all in vain. Neither the Transporters are giving them any heed nor the State Government under Governor's Rule come to their resque.
4.Situation Demands
The Transport Commissioner of J&K Government , suo-moto, should act swiftly and order the REDUCTION IN PASSENGER FARES (i.e. at least 25% less than the Existing rates forthwith.
At the same time , he should also through a separate Order reduce the Rates being charged by the transporters in respect of all other Load Carriers. At the moment the Transporters are the 'Stumbling Block' in not allowing the rates of other eatables and other daily life usable items . This is the main reason for the prevailing "MEHANGAAI" which eating the very lives of the down trodden and the Middle class of the Society.
5.IMMEDIATE NEED OF THE HOUR
If in the right earnest Orders for Reduction in the Passenger fares and other connected fields are issued without waisting any further time , the People will be having a sigh of "RELIEF" and will start getting the daily need articles at the cheaper rates .
6.GOVERNOR's RULE
Omar Abdullah became instrumental for the imposition of the Governor's Rule in the State on 7-01-2015 when he requested the Governor N.N. Vohra for relieving him from the post of Caretaker Chief Minister ship forthwith. Acting swiftly, the Governor remained in touch with the Union Home Minister regularly and ultimately his recommendations were accepted by Rashtrapati ji and J&K State came under Governor's Rule.
Mr. Vohra succeeded in restoring the DEMOCRATIC ORDER IN THE STATE OF JAMMU AND KASHMIR in the right earnest and took over the functions of the Government.
People are having high expectations from the Person Like Vohra Sahib who have the distinguished past right from 1959 when he joined the Indian Administrative Service (IAS) in the Panjab Cadre . By writing this small article I am taking the liberty in inviting his kind attention towards this issue which is of paramount importance & hope that the tangle involved be resolved soon.
