KAS, Civil Secretariat Non Gazetted employees at loggerheads over Cadre

Jammu, Feb 27: Following Early Times report titled "Secretariat Subordinate Service being Synchronized with IAS", the Civil Secretariat Non Gazetted employees Union today hit out at KAS officers and termed it as misleading propaganda to hoodwink their much awaited pending demands including Cadre Review as was promised by the former Chief Minister of J&K Mufti Mohammed Sayeed.
As per the details available with Early Times, an emergency meeting of the J&K Civil Secretariat Non Gazetted employees Union held today under the chairmanship of its President Ghulam Rasool Mir wherein the Union condemned the content of the item circulated by the KAS officers".
Speaking on this occasion, Mir said that the Union was assured of resolving all its pending demands including Cadre Review by the former Chief Minister Mufti Mohammad Sayeed and added that the redressal of this long pending demand of Cadre Review of the J&K Secretariat Services including Accounts, Planning and Legal Cadres to provide for better career progression is a long pending demand, and a Committee headed by the Principal Secretary, Home Department R.K. Goyal on the directions of the CM was framed to examine the issue.
"The Union has noticed that some office bearers of KAS Officers Association are misleading the Council of Ministers as well as the State Administration by misinterpreting the report submitted by the Goyal Committee for their vested interests" said Mir adding that recruitment rules of all the State services provide for cadre review after an interval of five years, unfortunately no cadre review has been taken for the J&K Secretariat Services till date from the date of constitution of these services. "It has been noticed time and again that some of KAS Officers create hurdles in this process--- it is brought to the notice that General Administration Department inducted officers into Time Scale of KAS for whom no slots were available by utilizing slots meant for other feeding services" Mir said. He said that in a case, High Court has held these promotions as illegal and 2008 batch is one of recent example.
The Union members appealed to the Government for implementation of the Goyal Committee Report in toto which has already been accepted by the CM in the capacity of Minister I/c GAD, without further delay as the Finance Department has already concurred to the implementation of the said report.
They threatened that in case any tactics were adopted to sabotage the issue by any quarter, the Employees shall launch a massive agitation.
It is pertinent to mention that in an extra ordinary move that will give direct benefits to many influential and blue eyed officials working in civil secretariat, commonly known as "power house" of politics, the government of Jammu and Kashmir is contemplating on bringing about the amendment to Jammu and Kashmir Administrative Service Rules that will bring Secretariat Subordinate Service at a synchronized level with an IAS.
As reported in Early Times, the report in this regard has been prepared by the committee under the chairmanship of Principal Secretary Home department and same has been placed before the Establishment Cum Selection committee scheduled to be held anytime. The sources told the "Early Times, the committee has reportedly proposed to delink the Promotes Quota of Secretariat-I service from KAS cadre and proposed a fixed number of posts to be reserved for them at the levels of Deputy Secretary, Additional Secretary and above.
"Any such move would be demoralizing for the officers entering the elite services through a tough 3 Tier examination" said the sources added that at the time when state is synchronizing the state services with that of the trends at UPSC, there is a possibility that the Secretariat Non gazetted service could be synchronized with that of IAS thereby murdering the interlinking KAS cadre.
The sources further said that by this logic, an employee entering the secretariat Services at Junior assistant level is bound to rise to the level of Special Secretary.
