| The participating democratic set up of government is the best possible way for delivery to the common man. But it all depends upon the leadership quality of those occupying musical chairs. Leadership styles can be identified by how authority is used, how a leader relates to others, employees mind and muscles are used, and how a leader communicates. When all the decisions about what, where, when, why, how things are done, and who will do them, where all decision-making power rest with single person, does not allow others to question decisions or authority and pretends to be your friend only to get his way, it speaks of dictatorial style of leadership. When one feels himself the most qualified and experienced, considers his views to be most valid, when he dictates policies and procedures, decides what goals are to be achieved, and directs and controls all activities without any meaningful participation by the subordinates, it is authoritative leadership and where focus is on using the skills, experiences, and ideas of others, taking on board his colleagues in the government, it is termed as consultative leadership. So from the above we can wrap up to arrive at the net result, what sort of leadership can take a participating democracy set up to a new set up i.e. dictatorial democracy? I leave limitless space for the readers for their best decision on two aspects; one, whether actually the definition of democracy well known as "Government of people by the people for the people" still persists or its formation has assumed the status of a newly coined word 'Dictatorial Democracy", second, can we fix the responsibility of BJP majority government for this transformation? My personal note holds the present dispensation for transforming the participating democracy to dictatorial democracy, owing to certain facts being elaborated in coming lines. When a democratically elected government thrust its undemocratic decisions (not taking opposition into confidence) upon the denizens and that are not in favor of the common man but to provide benefit to a particular section or individuals of their political affiliation or as a political vendetta, such government we can easily term it as dictatorial government and such government brings dent on the sanctity of the true spirit of the democracy. Under these circumstances the democracy assumes another form that can be termed as 'Dictatorial Democracy' and present dispensation is living examples of it that has constituted an important chapter in modern history, and has now become the most debatable issue of present time. It would be not an exaggeration to say that the whole of the period of present dispensation can be summed up in terms of this conflict. There appear to be a systematic preparation to establish its dictatorial attitude in a very democratic show off. We can understand in a very simple form that the intentions of BJP government are to assume the role of a dictator in a democratic form when its slogan of 'Congress free India' resonates in public domain. This is nothing but to do away the opposition from the country so that it could assume its role as required in Dictatorial Democracy. The eagerness towards this horrendous attitude of BJP government started surfacing just after few months of its taking over the reins of power in 2014. The first glimpse of dictatorial attitude of one man in dispensation surfaced when in June 2014 just at the outset of BJP led Government; Prime Minister Office (PMO) struck down proposal of ministers for the appointment of their private secretaries and approval was necessitated for appointment of minister's personal staff including private secretaries and officers on special duty. Adapting to practice of previous governments, just in July 2014 itself, Modi government placed Governors of its choice in four states and continued the process in later days also. Subsequent attempt was directed towards the Supreme Court of India when Modi government's intentions of getting the appointments of apex court judges also politicized in the form of 'National Judicial Appointments Commission (NJAC) Act' of 2014 and the 'Constitutional Amendment' was rejected by the Supreme Court. The vendetta politics started its uprising In March 2016, when a high voltage drama was orchestrated by union government and similar act in Arunachal Pradesh, whereby democratically elected non-BJP governments were dismissed from both the states. With the Supreme Court driving the return of non BJP governments in both states in less than three months, it earned the dubious distinction of having been pushed back on the imposition of President's Rule in perhaps the quickest succession in Indian judicial history. Further how BJP managed governments in Goa and Manipur even after getting lesser seats than other main contestants set another example of its intentions towards dictatorial democracy. Our constitution provides that Governors are required to invite the party having largest number of elected candidates. But in these two states these requirements were turned down and BJP having less seats but majority in center the constitutional requirements were over looked by those responsible to maintain its sanctity and facilitated the BJP to form the government in a dictatorial style. The Apex Court's observation on doing away with ministers (31%) having criminal cases of serious nature brushed away by the Modi government and it also tilt towards dictatorial attitude. The way announcement of 'Demonetization' on TV channels was made by PM stand remarked as disregard for democratic institutions. The one man (PM) decision regarding idea derived from one man (Anil Bokil) and even not discussed (claimed for want of information leakage) or known to other ministers and without taking 'Loksabha' highest democratic institution into confidence was not less than a dictatorial order that claimed hundreds of innocent lives and zero result on ground proved that how the writ of one man is followed in new form of Dictatorial Democracy. Hero worship is the first indicator of someone to tilt towards dictatorial attitude and most important thing is to have unquestioned and blind support from his followers and PM has it from the majority Hindu community. The BJP has no real or credible opposition in the country, which is an alarm in a functional democracy and this has led the BJP government (one man show) to move unbridled towards dictatorial democracy. This situation was expected to be under real exposes from the fourth pillar of democracy, the media, but influential news channels have shifted from journalism to becoming propaganda machinery for the present dispensation. In the last four years, one man in top leadership and one man in government have removed virtually every institutional hurdle to the creation of the new form of dictatorial democracy. The BJP now has a president and vice-president of its choice, thus ensuring that any conceivable future head of state will follow their instructions in dictatorial democracy that is visible at present. While feeding the own countrymen with hollow promises, false commitments and rebranding the existing schemes, failing to keep its election promises and more so realizing his supremacy in BJP, in returning BJP to power on his efforts in 2014 and BJP cashing his charismatic image in other states has developed a sense of over confidence that has encouraged for rewriting the definition of participative democracy to dictatorial democracy and person behind it is busy in establishing his profile globally at the sufferings of his countrymen. We well remember the words of Mr. PM that he would always be ready to give an account of the work being done by him spoken on June 04, 2014 during a meeting with all secretaries of GOI and then in later period to such questions of non-BJP party MPs and leaders he had been kidding by challenging the status of those asking questions that those who had looted country for 70 years are asking question what he has done? If it is not dictatorial attitude then how it can be termed at? S rightly we can conclude that Participating Democracy is transforming to a new system of governance and that is 'Dictatorial Democracy'. |
