Kishtwar, Mar 8: The deep rooted corruption in the department of Consumer Affairs & Public Distribution Department now renamed as FCS&CA is continuously taking heavy toll on the poor people of Kishtwar town and its peripheries as people falling under Below Poverty Line category had yet to receive rice for the month of January and February 2018.
Talking to "Early Times" several people complainant about non delivery of rice to them added that only rice under Mufti Mohammad Sayeed Food Entitlement Scheme was provided to them @ Rs. 15/Kg added that in past the people too had to face the burnt due to massive embezzlement in the department and non action on part of the authorities allowed the fraudsters to roam free that gives them enough wings to continuously bleed the poor people. The people said that as and when they inquire from the ration dealers, they only gives lamb excuses that the department only provides them the APL Quota rice and the rice under Mufti Syed Quota.
Speaking to "Early Times" many dealers confirm to "Early Times" that they did not receive any rice quota for BPL category from the department added that everything is being filled by them in black and white.
"I mentioned the category & quota under which the ration is being provided to the rationee" said a dealer wishing anonymity.
When contacted the concern storekeeper confirm to "Early Times" that they are short of ration under BLP quota since last few months , but did not elaborate the actual reason behind the same; however the sources said that the department instead of recovering the ration embezzled from the concern officials who swindled it-- are busy in covering the shortfall by denying the ration to the poor people and called for high level court monitored probe into the embezzlement of ration meant for the poor people.
As already reported by Early Times about the previous scandal wherein the government of Jammu and Kashmir sanctioned quota of Rice 600 quintal (NPH), 650 Quintal (PH) and 66 Quintal (AAY) for Kishtwar town and its peripheries areas while Atta 430 quintal (NPH), 500 quintal (PH) and 66 quintal (AAY) and around 110 Quintals of Sugar for all categories per month and accordingly in the month of September 2017 ,the government sanctioned three months ration quota viz October, November & December 2017 in favor of the Tehsil Supply Officer Kishtwar and the same was lifted from main store FCI Kishtwar to main store of Consumer Affairs and Public Distribution Department. However out of three months sanctioned ration quota, the FCI Kishtwar store kept 500 Quintal PHH ration reserved while majority of the ration lift from the said store was allegedly sold to private parties at higher rates through well coordinated nexus between the private shopkeepers and the officials of the Department at the helm of the affairs.
The sources said that after public outcry, there was crises of ration in the Kishtwar town and its vicinities areas forcing the officials of the department to take damage control exercise to cover up this major ration scandal that includes 500 Quintal of left out Rice at Food Store Kishtwar provide by the FCI at later stage, beside the official involved in the scandal transfer around 800 Quintal of Rice out of special quota reserved under MMSFES commonly known as Mufti Mohammad Syed scheme and distributed the rice among the inhabitants of Kishtwar town and its peripheries for the month of October and November while people had yet to receive the Atta for the month of November along with Sugar.
The allegations could be verified as per the letter No. AD/FCSCA/K/2017-18/1332 Dated 17-10-2017 written by Assistant Director FCS&CA Kishtwar address to Supervisor FCI Godown Kishtwar has been directed to release 504.33 Quintals of Rice under PHH and NPHH quota for Kishtwar for the period of three months while in actual he had 1316 Quintal Rice alone per month for all the three categories beside under MMSFES, there was 1650 quintals of Rice reserved as old balance quota at Kishtwar store and to cover up the embezzlement, the officials diverted 800 quintals of rice for distribution among the inhabitants for the month of October 2017.
Beside ration embezzlement, the people also complaint about mass scale embezzlement in distribution of Kerosene Oil added that majority of the Kerosene Oil deports did not exists on ground and the same is being sold out to private transporters who mix it with diesel oil in their vehicles.
Following "Early Times" report, concern Minister Chowdhary Zulfikar Ali during his Kishtwar visit suspended the TSO Kishtwar with immediate effect, however the minister did not issue any order for recovery of the embezzled ration swindled by the officials from time to time and under well planned nexus-the inquiry ordered by the minister is continuously being delayed so that with the passage of the time, the dust could settle down.
