8 months after selection, Tourism department withholds joining of ATOs

Jammu, Mar 8: Eight months after their selection was finalized by the SSRB, six Assistant Tourist Officers (ATOs) have not been allowed by the tourism department to join their duties.
Reliable sources in department concerned informed Early Times that the previous regime in 2010 had created six Assistant Tourist Officer Posts in tourism department in 2011and they were referred to SSB for recruitment.
The recruitment agency had advertised all six posts categories wise in 2012.
"After completing recruitment process the agency finally declared selection list in August 2017 but unfortunately the candidates were not allowed to join the department due to the filling of two posts by Directorate of Tourism Kashmir in 2016", sources alleged.
"At present department has only four posts, and it is not possible for the department to allow the six selected candidates to join on four posts. Now the higher officials of tourism department have decided to approach government to create another two posts, so that all SSB selected candidates could be adjusted.
Sources further said that the SSB selected ATOs visited the department regarding their joining, the higher officials of department gave lame excuses and verbally assured that their joining will be done within days but after at least eight months of the selection, nothing has been done. To adjust two candidates as ATOs, the current regime in beginning constituted an empowered committee and issued sanction for the regularization of contractual Assistant Tourist Officer of Tourism department in terms of the Special Provision Act, 2010.
However, as per order, these two were adjusted on prospective basis with relaxation of 2 years, nine months and 16 days. It was astounding that at a time, when thousands of employees were working in various government departments on contractual basis for more than 10-15 years , these two were regularized in violation of laid procedure.
Additional Secretary Tourism was not available for comments despite repeated calls.
