srinagar, May 12: Rampant violation of transfer policy is going on unabated, as scores of employees in Health, Transport and Industries departments are overstaying, some of them allegedly by greasing the palms of bureaucrats.
As per government's transfer policy of 2010, an employee should spend, at least, two years at a specific position before being transferred. It says that all the employees having more than two years of stay at a particular place shall be transferred.
However, according to sources, these departments were not following the transfer policy. It has been seen over the years that these departments retain officials for years together.
The sources said that several officials are connected with bureaucrats and politicians. "Whenever there is a talk of their transfer, they exert pressure and escape the transfer," the sources maintained.
The sources said that the Health department is violating the transfer policy by retaining officials for more than two years. "Scores of clerical staff in the department have not been transferred for years. They don't want to get transferred from these places," the sources said.
They said that overstaying of officials was tantamount to loss to the state exchequer, because such employees draw their salaries without practically doing any work.
In some cases, doctors with links in power corridors were seen overstaying in various hospitals for last 10 to 15 years," the sources said, adding the concerned management as well as higher officials in the Health department are sleeping over the brazen violation of transfer policy.
Sources said that one of the officials in Health department is also beneficiary of transfer industry and has been enjoying stay for the last 10 years. Moreover, another influential employee in Gazetted Section has also been overstaying for the last more than one decade and remained untouched during transfers, due to reasons best known to authorities.
Sources said that some officials who are overstaying from last one decade are being attached in the personal section of the HODs in the Health department.
Similarly sources said that the overstaying officials and officers in the state owned corporations belie the claims of state government of pursuing austere transfer policy in departments.
"There are officers in some corporations who have completed decades at one place, as there appears to be no sincere transfer policy," said the sources.
They said that in this regard a complaint was filed by a social activist with General Administration Department six months before as to why the administration is silent about the overstayed HODs.
The sources said that the complainant has said that during the overstaying period of the HODs, the corporations have fallen from the grace and are facing cash crunches. "Though the GAD initiated action on this and gathered full details of the officers/HODs, it turned a blind eye on this," the sources said.
They said that every now and then government talks about bringing transparency and accountability in government departments, but the ground reality is that no one actually cares.
These all overstaying officers are enjoying the patronage of top babus. "The issue of overstaying is well in the knowledge of the government, but nothing is being done in this regard, said the sources.
They said that even the promotions have been granted to many officials, while during the period they have overstayed at one place of posting.
The sources said that in one of the corporations officials have overstayed at their choicest postings for years together.
Official sources revealed that nearly half a dozen officers to the rank of Managers, general managers have been untouched and some of them have not been transferred for many years.
The list of the officials overstaying is in the possession of early times.
Official sources said that all these officers are involved in one or the other case which are under active investigation with Vigilance or crime branch.
Similarly sources said that in transport department there are several officials who are overstaying and are enjoying plum postings.
Sources added that the most of these overstaying employees have close proximity either with higher ups or enjoying the political patronage due to which they kept themselves away from transfer procedure.
