| JKHA hails Guv for enactment of J&K Rights of PwDs Bill-2018 | | | Early Times Report
Jammu, Nov 23: J&K Handicapped Association extended gratitude to State Advisory Council Headed by Satyapal Malik, Governor of J&K for enactment of J&K Rights of Persons with Disabilities Bill-2018. President Abdul Rashid Bhat hailed the State Administration on behalf of Disability Sector of J&K for the enactment of law.
He described satisfaction over the role of Chief Secretary B. V. R. Subrah-manyam Farooq Ahmad Lone Secretary Social Welfare & Adviser to Governor Khursheed Ahmad Ganie, Commissioner Disability Affairs Iqbal Lone. Passing the disability Act was long pending demand of the Disability sector of J&K. The new Law is going to enhance Rights, Entitlement of PwDs, ensure their empowerment. The Act will also address various matters related to PwDs with enhanced effectiveness.
It will give leverage to various Centrally Sponsored Schemes / Programmes so as to secure and protect the interest of PwDs besides it will benefit these persons with slew of interventions encompassing health, rehabilitation and education. The Bill envisages increase in the types of disabilities from existing 7 to 21 categories i.e 14 new types of Disabilities have been incorporated with special provisions for high support needs and benchmark disabilities.
The reservation for the PwDs has been enhanced from 3% to 4%.
There is provision of guardianship; Grievance redressal mechanism besides provision for insurance cover for employees with disabilities. |
