Jammu, Nov 23: Delay being done in disbursement of the salaries of about 40 thousand SSA teachers is yet another eye-opener about how pathetic was the mode of functioning of the previous dispensation in the state.
The issue, as per the officials, has been entangled in entirety and has become the victim of the non-seriousness of the previous coalition of PDP and BJP.
At present, the teachers across the state are crying foul as many months have passed and they have not received salary as per the 7th pay commission recommendations.
However, there is more to it than what meets the eye. The delay being done at present is the outcome of the decision taken during the budget session of the previous coalition.
On January 11, 2017, the government announced that SSA teachers will have a smooth disbursement of the salaries. The government had said that the budget has delinked salary of a section of the employees - working for various schemes funded by central government-from the release of funds. "Mostly teachers working under SSA and RMSA will be getting their salaries even if the funds are still parked with the central pool," the then Finance minister had said in January 2017.
However, as around two years have passed, the situation on ground for the government workers continues to remain worrisome. Shockingly, the announcements made during the budget session are yet to be implemented on ground.
The SSA teachers and the workers at RMSA continue to discharge their duties without any salary as the delinking of their salaries from central funds is yet to be initiated. "Budget is a sacred document. You cannot make farce claims in it. As it was promised that the salaries will now be disbursed on time and no delay shall be done, there is nothing of this kind being witnessed on ground. The system continues to work on old mechanism and not even a single announcement has been implemented on ground," says a senior official in the Education department. He added that no serious meeting has been conducted between the helmsmen of the state's Finance ministry and of the Education department.
A senior official in the state Finance ministry divulged that the department owes no less than 70 crores to the SSA teachers as their monthly salaries. "There is unfortunately total chaos on ground and remedial measures haven't been taken till now," he said.
Furthermore, keeping in view the budget announcements, the normal course of action taken by the government is that the announcements, once passed, are implemented on ground sans any delay.
