SICOP issues multi-crore allotment sans formalities

Jammu, Nov 23: Yet another scandal has surfaced in SICOP wherein an allotment order for supply of furniture worth crores has surfaced. The government issued instructions to SICOP for arranging furniture to various government departments which were to be housed in Sanatghar Srinagar falling under the jurisdiction of the Industries and Commerce department. Sources said that SICOP chose only influential MSMEs out of registered 150 units and issued allotment order on these MSMEs.
It is reported that no tenders were floated to arrive at genuine rates. Sources said that the SICOP management adopted method on adhocism basis which as per a report are exorbitant, and the same were allowed to these influential units thereby putting extra burden on the government exchequers.
The payments have been drawn in favour of these MSMEs. As per a source some influential unit holders who has a strong proximity with the powers of the corridors, have been obliged by SCIOP for placement of allotment orders. Surprisingly the furniture supplied has not been entered and recorded into the fixed assets register by SICOP and even the fiscal verification report as on 31.3 2018 has also not been finalized by SICOP authorities for the reason best known to them. The fiscal verification is a mandatory part under companies act 1956 which has to be done at the close of financial year and concluded as early as possible and submitted to the authorities concerned. Sources revealed that in the instant case items supplied by these influential units have not been carried in the physical verification report resulting non-finalization of verification report. As per the report the dead stock register/fixed asset register which normally is in the domain of divisional manger administration/headquarter and general manger Kashmir are hiding the registers and so far, has not been put to public domain. It is further reported that there has not been proper quality check in so far as the furniture items are concerned. The SICOP employees are demanding a thorough probe into the matter.
