Ex-ACD Samba makes mockery of rules, drains exchequer

Jammu, Dec 1: In yet another brazen case of corruption, a former Assistant Commissioner Development (ACD) of Samba purchased construction material on exorbitant rates without inviting tenders, causing huge lose to the state exchequer.
The Finance department in its order No. 162-FD of 2018, dated 28-03-2018, in compliance of the High Court judgment, had directed all departments to make compulsorily tender for works/procurements costing more than Rs 1 lakh only through e-tendering. It was also directed that the ACDs should ensure procurement of material after fulfilment of all codal procedures as provided under the financial norms.
But, sources said, overlooking the orders from the Civil Secretariat, the former ACD Samba, going beyond the approved rates of divisional level rate fixation committee (DLRFC), purchased Ambuja/ACC Cement @ Rs 460 per bag instead of approved rate of Rs 390 per bag.
Similarly, the ACD purchased interlocking paver tile M-30 on exorbitant rates than the ones approved by the DLRFC.
"Approved supply rate of 60 mm thick interlocking paver tile M-30 grade is Rs 10 per tile or Rs 325 per sqm (as per SSR-2012)", sources said, adding that the ACD procured under specification and substandard M-10 & M-15 grade 60 mm interlocking paver tiles @ Rs 18 and Rs 20 per tile.
Sources said that despite huge purchase of key construction material in dubious manner, most of the works in Samba district have been held-up. "Most of the works taken up for execution during the year 2017-18 and 2018-19 are held-up due to non-availability of cement and tar steel, despite the fact that ACD has placed huge supply orders for the procurement of interlocking paver tiles without e-tendering and Block Development Officers (BDOs) are making double drawls fraudulently", sources added.
They said that the prevailing anarchy in RDD Samba could be gauged from the fact that the BDOs are not consulting the rural engineering wing (REW) while executing the works.
"Government in a circular dated 16-01-2016 and another order dated 18-04-2017, directed all BDOs to provide copy of authority letters to REW before the execution of works. But the order has not been followed ether by the ACD, or by the BDOs", sources added.
