Jammu, Dec 16: The secretary of Gujjar Bakerwal Advisory Board has illegally seized the service book of a Statistical Officer, for allegedly helping a whistleblower, who had exposed many misdeeds and corrupt practices going on in the Board.
Asif Ali, Statistical Officer, who had filed a complaint against the Secretary of Gujjar Bakerwal Advisory Board (GBAB) informed Early Times that he was posted as SO in GBAB and was transferred to Block Development Office Lamberi Rajouri on 26th of June 2018. "Due to deteriorating condition of my old mother in Jammu, I had appealed before Director General of Economics and Statistical Department for modification of the transfer order and had also approached the High Court", he said.
He further said that on 28th of August 2018, the DG office issued an order, declaring him as deemed to be relieved. "After lapse of over four months, the Secretary had not forwarded my service-book either to Director General office or to BDO office Lamberi", Asif said.
Asif further said that a complaint was filed by a whistleblower for mass scale irregularities in the GBAB and Secretary was under the impression that he (Asif) had given him the documents.
"Holding me responsible for leaking documents, Secretary took my service book from the Accountant in his personal custody", Asif said, adding that it was total violation of the service rules and being an employee of Statistical and Economics department, the service book must be either handed over to the employee or to the other departments but Secretary was not authorized to keep it.
Asif also mentioned in his complaint that on 4th of December, he had visited the office of Secretary GBAB for taking his service book but Warden of Gujjar Bakerwal Hostel Jammu Mushtaq Ahmad Baji publically hurled abuses and threatened to teach him a lesson. "Many employees were present there who were witness to the unruly behaviour of Warden" Asif said, adding that it was the nexus of Secretary with Hostel Wardens, on whose directions, the warden abused him. He alleged that he was facing threats from these people.
Commissioner Secretary of Tribal Affairs Department Abdul Majid Bhat said that the Secretary of GBAB was not competent to keep the service book of any employee. "Please ask the employee to visit me and I will instruct the Secretary to give him the service book", Bhat assured.
