Srinagar, Dec 28: The state High Court today directed Commissioner PHE & Irrigation Department, appointed as Nodal Officer, to file compliance report regarding preparation of a concrete plan of action for inter-linking of the streams, wetlands, lakes and river Jhelum.
The directions by a division bench of Justices Ali Mohammad Magrey and Sanjeev Kumar followed submissions by amicus curie Nadeem Qadri in the PIL that the Commissioner PHE & Irrigation Department has been appointed as nodal officer but no concrete action has been submitted with reference to the compliance report of October 24 order.
On 3 November, the Deputy Commissioner Kulgam was directed to ensure that no construction including a Police station was allowed to be raised on the irrigation canal and in case, it was found that any construction was raised on spot, the same was directed to be removed.
"Deputy Commissioner Kulgam to file compliance report in respect of order dated 3rd November on next date of hearing," said the division bench while hearing a Public Interest Litigation.
On November 3, the court had passed the directions after it was informed that the Deputy Commissioner visited the spot where the police station was allegedly being constructed on the Kuhl (canal) in Qoimoh Kulgam but no steps were taken to remove it.
