ACP for engineers hangs in balance
Finance department awaits GAD's clearance to issue final order

Jammu, Dec 30: Despite Cabinet nod in month of May 2018, the Civil Engineers of state are deprived of Assured Career Progression (ACP) benefits as the files were still pending with General Admini-stration Department (GAD).
According to sources, Mehbooba cabinet in May 2018 had given its nod to accord ACP in favour of Civil Engineers. "The task was given to the Finance Department by the Cabinet to notify the scheme and issue necessary orders in this regard", sources privy to development informed Early Times.
"However, the Finance Department, has also further forwarded the case to GAD", sources in Finance Department said and added that the file had not returned from GAD. "The final order would be issued by Finance Department" he added further.
Meanwhile, sources said that a deputation of Engineers had also met Advisor, K K Sharma regarding this issue. "ACP ensures at least three, time bound promotions in a span of 20 years for the members of J&K Engineering (Gazatted) Services", said senior Engineer, adding that in present scenario, Assistant Executive Engineers on OPG becomes Chief Engineers.
Even the Chief Secretary during Governor's press conference at convention centre Jammu, had said that soon the process to implementing ACP for engineer would be completed. The Chief Secretary, however, had also directed concerned administrative secretaries to complete the process.
. Meanwhile Secretary, Public Works (R&B) Department Khurshid Ahmad Shah, said that the remaining issues engineers would settled down within six months. "ACP is already under process with Finance Department, issue of seniority will also be settled very soon", he added.
