Poor contractor left high and dry as M- Book goes missing

rajouri, Jan 8: Embezzlement of funds has surfaced after missing of Management- Book, wherein all records of work in writing in Tehsil Sunderbani of District Rajouri due to which a payment of Rs 65000 was withheld to a poor contractor who had done work under Mahatma Gandhi National Rural Employment Gurantee Act in Panchayat Nallaha.
Sources told Early Times that the Rural Development Department had allotted a work to a poor contractor, Mohammad Ashraf of village Dhaarpur in 2015. He executed the work worth Rs 1 lakh.
Although the concerned Village Level Worker (VLW) had assured him that the payment will be made immediately on completion of the work but four years on, the payment has not been released.
While talking to Early Times the victim said that he was given material by the department for carrying out the construction work but the balance amount which was Rs 65000 has not been paid. "When I contacted the concerned VLW regarding pending payment, he replied that the M-Book is lost where all record of works was written and in absence of it no payment will be made," he said adding that the Management Book has been deliberately removed to make embezzlement of funds and more shockingly the department brought in new Management Book and started keeping records of the new works in that book.
Despite the fact that missing of M-Book is big crime yet no inquiry was initiated by the RDD which indicate towards the big nexus. The people of the area supported the poor villager who invested his hard earned money for executing the work but the RDD withheld his payment which is a crime. They demanded vigilance inquiry of missing of M-Book from 2015 to 2017 so that the real culprit may be booked under the law of the land.
