Acute unemployment problem in Ladakh

Jammu, Jan 8: Everyone in Kashmir and Delhi talks about Kashmir, despite the fact that it is the most powerful, pampered and powerful region in the country - a region that has been ruling over the state and controlling all or nearly all the institutions in the state since 1947. All say that the Kashmiri youth are taking to gun because there are no job opportunities in Kashmir. They do not disclose that the rate of unemployment in Kashmir is less than 30 per cent as against over 69 per cent in Jammu.
No one talks about Jammu and Ladakh and the problems the people of these regions in general and youth in particular face. The unemployment situation in Ladakh, like Jammu, is very serious. Only recently, the District Recruitment Board, Leh, conducted a written test for 8 vacant posts of Village Level Workers (VLW). It may appear ridiculous and unbelievable but it is a fact that over 3,000 candidates of Leh district appeared in the written test.
To be more precise, 3,800 candidates from Leh district appeared in the written test conducted on November 25, 2018 for filling just 8 VLWs.
Reflecting on the unemployment issue in Ladakh, Tsering Shakspo, Director, Centre for Research on Ladakh, said: "The Ladakh Autonomous Hill Development Council (LAHDC), Leh and Kargil, came into being in the year 1995, and with the formation of the Councils, people expected that job avenues in both the districts would expand. However, the Councils could not expand the number of jobs chances for youth due to the reason that the power of creation of jobs was with the state government. It is also to be mentioned here that the Council itself is functioning by borrowing employees of other departments on deputation basis, and hence, the functioning of these establishments is suffering. Besides the above-mentioned reasons, in a region like Ladakh, due to the emergence of money-based economy, the survival of the educated youths is at stake".
It would be in the fitness of things if the authorities take cognizance of the rising unemployment not only in Ladakh but also in Jammu province. The need of the time is to review the whole job policy and evolve a mechanism that doesn't ignore Jammu and Ladakh.
