H&UDD employee promoted as AEE on fake certificate
Inquiry finds him guilty, yet allowed to continue in service

Jammu, Apr 27: An employee in the Housing and Urban Development Department (H&UDD) got promoted as Assistant Executive Engineer (AEE) by producing fake certificate, but what is more shocking is that despite establishing his fraud, the guilty employee was allowed to continue in the department.
Sources told Early Times that first time the issue came into light in 2012 when the H&UDD came to know that an employee of the department, who was drawing migrant salary from the office of Director Urban Local Bodies Jammu and working in Relief Organization, had forged his promotion order and produced fake diploma certificate.
"Accordingly, Joint Commissioner, Srinagar Municipal Corporation (SMC) was appointed as an enquiry officer vide government order number 16-HUD of 2012, dated 9-8-2012 to look into the matter. The enquiry officer, after completing enquiry, submitted his report vide his letter number SMC/PS/JCA/2207, dated-18-12- 2012 wherein he established that the promotion order of the employee from JE to AEE is not genuine and the diploma submitted by him is fake/bogus as no such institution which have been shown to have issued this diploma exists in Andhra Pradesh nor was the so-called institution affiliated with the Technical Board as was informed by Board of Technical Education Department in Andhra," sources said.
Although the H&UDD while taking action as per inquiry report, demoted the employee from AEE to JE vide government order number 124-HUD of 2013, dated 26-3-2013, but the department failed to take action on main allegation for submission of fake qualification certificate as per CSR, sources said.
They further informed that initially the department slept over the matter for three years and later it asked the Director Local Bodies Kashmir vide communication number HUD/LSG/86-65/2014-AF Dated 4-7-2016 to serve show cause notice to the employee for giving him an opportunity to defend his case. But despite giving him two chances, the accused employee failed to defend himself, and accordingly the Director Local Bodies Kashmir recommended action against him as per rules.
Shockingly, instead of taking action for his termination, the accused employee was appointed on a higher post as AEE vide government order number 116-HUD of 2017, dated 24-4 2017 posted in Director Local Bodies Office Jammu, but he was not allowed by the director.
"One fails to understand that on one hand the H&UDD accepted recommendations of the enquiry officer, but on the other he was allowed to continue in service on a higher post," sources added.
