Jammu, Apr 27: The Governor led state government has so far failed to break the monopoly of some blue-eyed officials at Jammu and Kashmir Board of School Education (JKBOSE), who have been managing their stay at the central office for years together.
These employees have become prone to transfers during the elected state governments but even during the governor rule, they have managed to keep their stay intact, due to reasons best known to the authorities.
Sources said of over three dozen employees as well as officials deputed at the central office of JKBOSE, some have been staying there for five to ten years.
"When an honest officer joined the Board as Chairman, he had taken action against this lobby of blue-eyed officials but they had retained their posts, once the officer had joined other department", sources said.
These blue-eyed officials include two Deputy Secretaries, Head Assistants, Senior Assistants, Section-Officers beside others. "In the name of transfer, they have been shuttling from one section in the Central office to the other", sources said, adding that they have been transferred on papers only and remained posted at the Central Office.
Sources further disclosed that their interest to remain posted at the Central office was due to huge transaction of money involved there. "Most of the overstaying officials and employees have been involved in various corrupt practices", sources said, adding that they have been managing all the affairs in the JKBOSE central office and never allow any other official from outside the Central office to get posted there.
"They have been enjoying the patronage of some politicians during popular governments and it was assumed that during Governor regime their monopoly in the decision making would be eroded but due to some unknown reasons, the Governor office has so far maintained a cryptic silence over their prolonged stay", sources said, adding that there were allegations that they have found some well-wishers in the governor secretariat, who have been safeguarding their interests and vice-versa.
It was also alleged that some of the officials have become so much powerful that they fixing the items in the Agenda of the meeting of Board of Directors. "When they can fix the agenda they can also influence the decision making of the Board in administrative matters", sources said, adding that even these officials didn't allow the administration to initiate any probe in all the scandalous activities going in the Board for the last couple of years.
