Finance deptt's order contradicts Govt claims
Rs 9,000 cr liability, a reality or hoax?

Srinagar, June 16: Since the day PDP-BJP government assumed office in J&K three months ago, it has been claiming that there is a Rs 9000 crore liability of the previous government. But an order issued by the Finance department last month contradicts the government's claim.
The order (PD/2011-2012/ Coord-101-01-A) issued on May 13 asked all the departments to come up with details of the previous liabilities. It also asked the heads of the departments to come up with detailed expenditure incurred over various works executed during the tenure of the previous regime.
The order has not only put question marks over the claims of the government but it has also indicated a non-serious approach of the ministers while liberally quoting figures (which nowhere exist?) in public.
Also, one is tempted to ask the government whether it is being misled by the Finance Minister Haseeb Drabu, as he too quoted the 9000 crore figure on April 27 this year? The government at that time had said that management of finances is a "big challenge."
Meanwhile, reports say that the figures floated by some ministers of the coalition government are proving counterproductive for it because it nullifies its very own claims that previous regime spent nothing for people.
"Before and after elections, the BJP and the PDP had been trumpeting about the inabilities of National Conference and Congress regime, telling masses that the previous government did nothing for the state. In the same breath it is telling everyone that Rs 9000 crore is the liability of previous government," said a politician.
Sources said there are several voices even within the BJP and the PDP which are disgruntled over the so-called Rs 9000 crore liability rhetoric, which according to them is uncalled for and politically immature.
"On the one hand, we contested elections against Congress and NC, telling people that the previous government did nothing for the state and spent meager on peoples' development. But on the other hand, we claim ourselves that Rs 9000 crore is the liability of the previous government. In other words we are ourselves becoming ambassadors of NC and Congress, declaring that the previous government spent much and even have a Rs 9000 crore as a liability for the next government," a senior leader of the coalition government told Early Times.
"This is the only reason why both NC and Congress are not reacting at all over government's Rs 9000 crore remark. They know the government is creating goodwill about them among masses and that they should not react at all," he added.
