Influential teacher promoted in 'undue manner'

KUPWARA, July 24: The State Vigilance Organisation has sought verification of documents of a teacher of Kupwara who got promoted despite being junior to many of his colleagues.
Sources told Early Times that Ghulam Mohammad Mir alias Mir Fayaz got promotion as Master Grade in 2003 before his due date of promotion (2005) so that he could perform his duties in Ladakh region.
Being an influential person, Mir was promoted as Mater Grade even as his batchmates are far behind him, said sources.
They said Mir, who is district Kupwara president of the Employees Joint Action Committee (EJAC), passed B.Ed in 1992, and from past seven years he is posted in DIET Kupwara as a Political Science lecturer.
Sources said that on the basis of a compliant, the Vigilance Organization has written a letter to Chief Education Officer, Kupwara, vide no: SP-VOBK-1332 dated 12-06-2015, in which they have sought the copies of order no: 4762/DSE of 2003 dated 14-10-2003 and order no: 5113/DSEK of 2003 dated 06-11-2003 issued by Director School Education Kashmir. Sources said a number of teachers working in the Education Department have managed to get fake post-graduation certificates during militancy on the basis of which they had been promoted as lecturers. In 2011, the Vigilance Organisation received a complaint against two teachers who were promoted as lecturers and posted in Kupwara and Budgam districts. Mohammad Yasin Mir and Ghulam Mohammad Bhat had allegedly produced fake certificate, claiming that they had completed their Master's in 1989 from Kanpur University.
Later, Undersecretary to the government, School Education department wrote to the Deputy Registrar CSJM, University of Kanpur. In the reply, the Assistant Deputy Registrar, CSJM University said the varsity had not issued any certificate to the duo.
After thorough probe by the Vigilance Organisation, the duo was found guilty of producing fake certificates, sources added.
