Govt seeks ATRs on 26 projects; PHE, I&FC send only 5

Srinagar, July 24: The state government had sought Action Taken Reports (ATRs) from the PHE, I&FC departments on 26 ongoing major projects across the state, on which it had underlined the flaws, but the latter has submitted only five ATRs till date.
Sources told Early Times that a team of government officials inspected the projects of PHE, I&FC worth crores of rupees, which are going on in the state. The team wanted to assess the pace of work, quality of work and to ensure the timely completion of the projects so that projects could be utilized for the welfare of the public.
"After pointing out many flaws in at least 26 projects, the team had given its suggestions to the departments to rectify the problems at the earliest and had sought the ATRs. But the departments have shown irresponsible behavior and did not send ATRs of most of the projects," said sources.
They said the team, in its findings during the inspection of projects, pointed out the issues of non-accordance of administrative approval to many of the projects, slow progress of works, time overrun and cost overrun, land acquisition issues, removal/shifting of utilities and funding problems.
During inspection, the team noticed a public resistance in respect of the project namely LIS Baramulla, which hindered the project execution. Likewise, there was a problem of land acquisition measuring 400 meters near army camp Trangpora, Baramulla. The issue of massive extraction of bajri and boulder carried out by locals on either side of the Ahaji Canal, Budgam using JCB cranes was highlighted by the inspection team and same report was sent to the PHE, I&FC departments.
The issue of mis-utilization of funds was also pointed out by the inspection team. The report said that the funds released for the scheme namely "Construction of 2 No. Irrigation Tanks at Kupwara" were diverted and mis-utilized. The project was not also taken up due to pending Forest clearance.
