Ill-planning encourages dwellers to vandalise Dal lake

Srinagar, Dec 18: Ill-planned policies of state government encourage Dal dwellers to encroach on the lake. Even after ten years of earmarking 'Rakh-e-Arth' a place in outskirts of Srinagar for Rehabilitation of Dal-dwellers, government is yet to relocate a population of 1 Lakh, 20,000 people living within Dal Lake.
As per details, in 2006, the Government transferred around 7526 kanals of land in Rakh-e-Arth to LAWDA for rehabilitation and resettlement of Dal-dwellers, however, the development of Rakh-e-Arth as a replacement venue for Dal-dwellers could not take off as a community that cultivated the land demanded compensation.
Later the High Court directions, the government formed a Committee to monitor the rehabilitation process of Dal-dwellers and accordingly a policy was framed for compensation of land and structures of Dal-dwellers in Dal lake which includes a plot in Rakh-e-Arth and Rs 1.5 lakh as incentive for constructions.
Even after ten years as per independent Sources not more than 5% of Population of Dal-Dwellers out of total 1 Lakh 20,000 were rehabilitated in Rakh-e-Arth and this ill planned Policy of state government according to Dal-dwellers encourages people for illegal constructions and encroachments during broad day light within Dal lake with impunity. People admit that from Nowpora-Dargah side to main entrance of the l Dal gate area, illegal constructions and encroachment go on unabated. At many places and concerned LAWDA officials are well aware of the encroachments.
They said that as population swells, people having no agreeable alternative options to construct Houses approach concerned officials through back door means and later construct Houses and encroach land as per wish.
Chairman Houseboat Owners association, Muhammad Yousuf Chopri Told Early Times that 'Rehabilitation of people living within Dal lake in Rakh-e-Arth area is against the aspirations of the Dal dwellers. ation.' "Thousands of crores are spent on papers every time a government is formed here, but problems associated with Dal are still the same, Dal is like a money minting machine for bureaucrats and politicians, who want the process to go on as it is and seeing this attitude of authorities, common masses behave the same way."Chopri Said Former Chairman and member of Houseboat owners Association, Azim Tuman Said that government must consider Chandpora instead Rakh-e-Arth for rehabilitation of Dal-dwellers as the people who run Houseboats cannot afford to lock up their Houseboats with guests in them at evening and live in Rakh-e-Arth as it is a far off place from Dal lake area.
