Avinash Azad JAMMU, July 28: In yet another glaring instance of altering service rules to allegedly favour the blue eyed in the department, a Receptionist (4th class employee) in Director Urban Local Bodies (ULB), Jammu, said to be close to a bureaucrat, was directly promoted as Executive Officer (EO). Sources in ULB told Early Times that a Receptionist, having closeness to a bureaucrat, "has managed to get un-justified promotion". Surprisingly, appointed in 2003 as fourth class employee, Jodh Raj within three years of his service, not only got promotion but also managed to change his cadre. "In 2006-07, he was elevated as Personal Assistant", sources alleged, adding that change of cadre had also deprived some officials, whose names were figuring at top in seniority list of the department, of seniority. In August 2013, Jodh was surprisingly promoted as executive officer much to the resentment of others in the department. He was promoted by the government in violation of the set norms, sources alleged. "As per rule, only that official who has worked as Junior Assistant, Senior Assistant, Head Assistant and Section Officer is to be promoted as Executive Officer. But in the case of Jodh Raj, rules and procedures were not followed due to certain reasons", sources said, adding that the promotion was given in total violation of service rules. Jodh Raj's promotion has caused resentment among those officials whose seniority has been surpassed due to his elevation. It is pertinent to mention here that in a similar case in Housing and Urban Development Department, an Assistant Engineer (AE) was directly promoted as Executive Engineer without becoming Assistant Executive Engineer (AEE) even for a day. |
