As Pradhan Sevak Modi dishes out novel plan for village development | | | Early Times Report JAMMU, Aug 16: Apart from reiterating his commitment on promoting cordial ties with India's immediate neighbours and on restructuring the Planning Commission for the purpose of redrawing the country's development schemes, Prime Minister Narendra Modi utilized his Independence Day address to the nation from the ramparts of the Red Fort on announcing a scheme under which MPs will develop one model village each in their constituencies. "There are several schemes named after leaders and former Prime Ministers. I want to announce a scheme named after the Members of Parliament under which they will adopt and develop one village each in their respective constituencies," he said in his address to the nation. He said he would like Rajya Sabha MPs and state legislators also to participate in the scheme, the blueprint of which would be announced on the birth anniversary of Jai Prakash Narayan on October 11. There are nearly 800 members of Parliament and close to 4000 MLAs and MLCs in different state legislatures. "Our MPs want to do something. They can give memorandums, raise issues but cannot do anything at present," Modi said. The Prime Minister also announced a scheme under which a cleanliness drive will be launched across India starting October 2. He hoped that on the 150th birth anniversary of Mahatma Gandhi in 2019, the target would have been achieved. In fact utilization of Constituency Development Fund has suffered a number of hurdles resulting in uneven development of the constituencies and in poor utilization of funds. The AAP leader, Arvind Kejriwal, had embarked on a new programme under which the Constituency Development Funds would be utilized by the people of the respective constituencies. Though his Government lasted for mere 49 days in Delhi he had decided to transfer the constituency development fund from the MLAs to the Mohalla sabhas. Members of these Mohalla sabhas would have been given the right to frame projects on which the CDF had to be spent. There are many ways and options open to MPs and MLAs for the development of their constituencies. It is believed that those MPs and MLAs who utilize the CDF properly and create resources for implementing several other development schemes are invariably reelected from the constituencies. Those who bungle on the programme of utilizing CDF for improving various facilities and civic amenities for people fail to get reelected. Now that Narendra Modi has given a new shape for developing Lok Sabha and Assembly constituencies it is high time all the State Governments support Modi's formula for ensuring all round development of the urban and rural areas in the country. If 800 MPs decide to adopt one village it would mean turning 800 villages into model villages. If all the MLAs adopt one village it would mean developing 4,000 villages into model villages. This is to be done till 2019 and after that each MLA and MP will be asked to adopt five villages. If that is done it would mean converting 25,000 villages into model villages. There are six lakh villages and 8,000 towns in India and if Modi formula is accepted and implemented in toto it would mean development of all villages into model hamlets within next 10 to 15 years. And it may not take more than five years for improving the condition and infrastructure in 8,000 towns in India. Modi was seen in a different framework as far as his emphasis on development was concerned. Instead of resorting to rhetorics Modi devoted his speech to the need for development and waging a war against poverty and communalism. He gave a call for tackling the menace of rape and wanted people to keep a watch on boys and not only on girls. |
