Modi's proxy war formulation upsets Pakistan

JAMMU, Aug 16: Prime Minister Narendra Modi's statement during his visit to Leh in Ladakh on August 12 that Pakistan had lost the ability to fight a conventional war with India and was hence indulging in a proxy war by aiding and abetting terrorists has not gone down well with Pakistan and Pakistani media, as also with certain opinion makers in India. "It is unfortunate that our neighbour's attitude...They have (lost) the power to fight a war but they use proxy war. There has been a process of killing innocent people through this proxy war. How many innocents are being killed? The number of people getting killed through the bullets of cowards is more than those killed in conventional wars," he said, addressing Army and Air Force men on his maiden trip to Leh as Prime Minister.
The statement of Modi had upset Pakistan to the extent that Pakistan Foreign Office (PFO) and sections of biased sections of Pakistani media reacted within 24 hours in a most irresponsible manner.
Spokesperson of PFO uncouth Tasnim Aslam rejected PM Modi's proxy war remarks, termed them as "baseless rhetoric", asserted that Pakistan was capable of defeating any foreign aggression on its soil and urged New Delhi to resolve the unresolved issues between the two nations.
"It would be in the larger interest of the regional peace that instead of engaging in a blame game, the two countries should focus on resolving all issues through dialogue and work together to promote friendly and cooperative relations," she said at Islamabad on August 13.
As for Pakistani media, a section editorially criticized Prime Minister Modi. For example, the editorial in the Pakistani paper, Dawn (Aug 14), which was titled "Modi's Kashmir concerns", inter-alia, said: "Comments such as those made by Mr Modi will only raise the temperature in the region and fail to address the real problem…If India has concerns about infiltration - which is indeed unacceptable - it needs to communicate these via diplomatic channels. Issuing combative statements only makes the resolution of outstanding issues all the more difficult". In other words, it dismissed Prime Minister Modi's proxy war comment, saying it was unacceptable.
Ironically however, a section of influential opinion-makers in our country also disapproved of what Modi said and instead, urged him to exercise restraint in the interest of peace in the region. In fact, it questioned Modi's proxy war comments and virtually spoke for and on behalf of Pakistan Prime Minister Mian Nawaz Sharif. It, among other things, said: "The comment (proxy war comment) - made to Indian soldiers and officers - fails to take cognisance of the fact that the Nawaz Sharif government in Islamabad isn't the sole or even main actor in determining Pakistan's India policy…All of this takes away from the positive momentum that had been generated when Modi invited Saarc leaders to attend his swearing-in ceremony in May. That Sharif had made the trip to New Delhi had given rise to hopes that Modi is capable of thinking out of the box on Pakistan. But putting the screws on Islamabad ahead of the upcoming meeting of foreign secretaries will only strengthen hawks in the Pakistani establishment," the editorial under the caption "Confused Signals". Not just this, it also suggested that "If the Pakistan army is the main actor in determining India policy, a way must be found to engage the Pakistani armed forces themselves, whether through formal or informal channels, and to assuage their anxieties vis-à-vis India".
Prime Minister Modi was absolutely right what he said at Leh and all right-thinking people must endorse it. Pakistan is a roué state and it has to be dealt with accordingly and Modi did the right thing by exposing Pakistan and its double-speak - Pakistan exports terror and urges New Delhi to hold talks at the same time.
